* Flood stage is 5.5 feet.
* Forecast...The river will fall to near 10.4 feet around  7 AM 
  Sunday February 25.
* At 11.0 feet...Flooding exceeds the record flood of 10.9 feet. 
  Business areas near Indiana University at South Bend campus are 
  flooded. Residents in River Commons, near Keller Park, north of 
  Northshore Drive between Angela Blvd and Lafayette Streets are 
  flooded. Record flood will be in progress in western portions of 
  Mishawaka and South Bend. Flooding closes portions of Northshore 
  Drive and Northside Blvd. Evacuations are necessary and the 
  wastewater treatment plant will be completely flooded.

  the river.

Widespread significant flooding will continue over northwest
Indiana and southwest lower Michigan with record crests on several
rivers. Rain will spread across the area today. There may be a
brief wintry mix at the onset, but travel issues are not expected.
Rainfall south and east of Fort Wayne of one to locally 3 inches
will cause river flooding and some flooding of lowlands.

Issued at 1043 AM EST Sat Feb 24 2018

Heaviest rain thus far has remained just on the fringe of our far
SE counties with most locations in the watch area seeing roughly a
quarter to third of an inch of rain so far. Upstream trends show
what will likely be a temporary diminishing trend in between lead
disturbance and main trough/cold front tonight. Will be trying to
add some temporal detail to the grids with a trend to chc/sct
showers along with possible token mention of drizzle. Pops will
quickly ramp up towards and after 00Z with the cold front
approaching but Hi-Res models vary on exactly how much precip
occurs across the area. Still think everyone will see at least a
period of showers/isol thunder overnight so categorical pops
appear warranted. No changes to Flood Watch (southeast) or Areal
Flood warning (northwest) at this time.

Rain was spreading from south to north across the area early this
morning. There may be a brief wintry mix at the onset this morning
but travel issues are not expected as temperatures stay above
freezing. Given recent radar observations and trends and given a
preferred model blend which has preformed well this past week,
have raised all rainfall amounts. Also, after coordination with
neighboring offices, have also issues a flood watch for areas
south and east of Fort Wayne. The grounds remain saturated earlier
rains this past week. Additional rainfall of 1 to 2 inches with
locally higher amounts will cause more rivers to flood as well as
flooding of lowlands.

There will be a break from the rain early this coming week as an
upper trof lifts northeast and allows a dry pattern to prevail for
3 days. The bulk of the upper level energy will remain over

Axis of stronger mid level theta-e advection and weak mid level
trough has resulted in rain overspreading KFWA a bit earlier than
anticipated. Another upstream trough and accompanying stronger mid
level fgen forcing will be shifting east along and south of Route
24 corridor in the 12Z-16Z timeframe with more rain. A break in
the rain may develop later this afternoon into early this evening,
before a stronger low level jet lifts northward in association
with northward surging low level warm front. Upper support for
widespread rain will also become more favorable later this
evening as compact upper jet streak lifting across western Great
Lakes places northern Indiana in favorable right entrance region
of the upper jet. Weak elevated instability and increasing forcing
may allow for a few isolated thunderstorms mainly along and south
of Route 24 corridor tonight, but confidence remains too low for
TAF inclusion at this time. Did include brief window of some LLWS
later tonight as stronger southwest flow develops atop low level
southeasterlies. IFR conditions are expected for most of today at
KFWA with MVFR at KSBN in drier low level air mass. Cigs will
deteriorate tonight as low level warm front begins to approach,
with improvement expected toward end of this forecast period.

This hazardous weather outlook is for portions of southwest
Michigan...northern Indiana and northwest Ohio.

.DAY ONE...Today and Tonight

Widespread flooding will continue today and tonight over portions of
northwest Indiana into far southwest Lower Michigan, but the water
will recede at most locations. Major flooding will continue on
several area rivers with record crests at some points. For the
latest river warning and crest information, please refer to the
Northern Indiana webpage and flood warnings, statements, and the
flood watch issued by this office.

For areas primarily south and east of a line from Monticello to
Fort Wayne Indiana to Ottawa Ohio, a flood watch is in effect. Moderate
to locally heavy rainfall is likely today and tonight with amounts
of 1 to 2 inches by Sunday morning.

An isolated thunderstorm is possible tonight, mainly along and
south of Route 24.

River flooding will continue into early next week across the area.
