  San Antonio River at Hwy 72 nr Runge Affecting Goliad and Karnes Counties

PRECAUTIONARY/PREPAREDNESS ACTIONS...

All persons with interests along the river should monitor 
the latest forecasts, and be prepared to take necessary 
precautions to protect life and property. 

River stage forecasts are based on observed rainfall along with 
predicted rain for the next 12 hours. If actual rainfall varies 
from forecast values, forecast river stages will vary. 

Do not drive automobiles through flooded areas. Remember, 18 inches 
of water or less can carry away most vehicles, including trucks. 

If you see flood waters or come upon a flooded roadway, remember

* Forecast...rise above flood stage by Sunday afternoon and continue to rise to 
  near 37.0 feet by Sunday before midnight. The river will fall below flood 
  stage by Monday morning. This forecast is based on future rainfall 
  extimates and once rainfall is observed these values may increase or decrease.
* Impact...At 39.0 feet...Moderate lowland flooding damages crops and floods 
  pastureland below San Antonio to below Floresville. Secondary roads and low 
  bridges, irrigation pumps, oil field pump jacks and tank batteries flood. 
  Livestock are cut off in low areas.

.AVIATION...
IFR to MVFR ceilings have filled in across the terminals this morning
and are expected to persist through 14-16Z this morning. Regional
radar mosaic shows rain bands associated with a disturbance/surface
low in the northwest Gulf moving inland from VCT to IAH and simple
extrapolation of these bands places them into the Interstate 35
terminals around 18Z. Based on radar trends and consensus of high
resolution guidance have prevailed SHRA after 18Z for AUS, SAT, SSF.
Expecting to see isolated to scattered SHRA develop ahead of these
bands with heating later today. Periods of SHRA will continue through
the end of the TAF period as the surface low lifts towards LRD with
visibilities dropping into the MVFR (and possibly IFR) range in
heavier cells. Expect northeast winds less than 10 knots veer towards
the east by late in the TAF period as the surface low moves towards
Mexico.

.PREV DISCUSSION... /ISSUED 421 AM CDT Fri Sep 14 2018/

SHORT TERM (Today through Saturday night)...
A slight tightening of the surface pressure gradient is noted
roughly 50 NM NE of BRO this morning by SPC mesoanalysis/LAPS data.
Rapid refresh depictions of the low show the surface low moving
onshore over S Padre Island early this afternoon; timing is quickly
running out for a possible formation of a depression and the
overnight updates from NHC reduces the possible formation of a
depression to 30 percent.

Given this scenario taking shape, the 00z deterministic models
separate themselves with non-Canadian consensus of the NAM/GFS/ECM
looking reasonable for precipitation forecasts across the area. This
means our area-wide storm total rain possibilities lower to mainly
1-3 inches with isolated totals around 5 inches. The 06Z NAM
generates a nocturnal core rainfall max closer to 6 inches over the
Frio/Atascosa county border for Saturday morning and another possible
core rain event on the eastern slopes of the Burro Mountains
Sunday morning. This is perhaps where our emphasis should be in
terms of river responses that could get into moderate flooding.
This means the Rio Grande, the Frio, and the Atascosa. Other
rivers south and west of US Hwy 71 could see some brief minor
river flooding from areas that get mainly daytime training
patterns to set up, and the soils remain damp enough for a spotty
flash flood event as well. Keep in mind that the 00Z NAM is still
preferred over the 06Z run as the 06Z run winds up with a more
compact low than the unfavored 00Z CMC model run for 12Z Saturday.
Nevertheless we might consider the 06Z NAM a reasonable worst
case scenario.

Will leave it to the day shift to make westward expansions of the
watch into say Val Verde County, as they will be able to confirm the
landfall of the tropical feature an how the models are performing up
to that point.

LONG TERM (Sunday through Thursday)...
By daytime Sunday, the better rain chances will have shifted well to
the west of Hwy 281 and mainly west of US Hwy 83. The pwat values
remain close to 2 inches across the area, so will continue to
show daily diurnal rain chances into Wednesday with relative
stability expected at night. However, blended guidances for
Wednesday night may signal the arrival of a new potential heavy
rainfall pattern that would carry out beyond the periods of the
extended forecast. The NHC morning Tropical weather outlook shows
a 50 percent chance of an eastern pacific cyclone forming south of
Mexico with enhanced upper troughing and monsoonal flow
developing over New Mexico. This is a recent trend of the models,
so some of the blended guidances still carry the artifacts of more
stable model runs in the past. The blended guidance thus makes
for a happy medium as future runs could still revert back to a
stronger upper ridge holding in place over West TX. This is just a
feature to keep an eye on for now.

A Flash Flood Watch is in effect today and tonight for parts of
the Edwards Plateau, San Antonio Metro area, Rio Grande Plains,
and Coastal Plains. Locally heavy rain today will result in an
increasing flash and river flood threat in the watch area.

.DAYS TWO THROUGH SEVEN...Saturday through Thursday.

A Flash Flood Watch remains in effect through Saturday for parts
of the Edwards Plateau, San Antonio Metro area, Rio Grande Plains,
and Coastal Plains. Heavy rains are expected to continue Saturday
and may linger into Sunday. Rainfall amounts of 1 to 3 inches
will be possible with isolated totals up to 5 inches Friday
through Sunday.
