.SYNOPSIS...
Arctic high pressure slowly builds in from the west through
tonight. Coastal low pressure is expected to move northeast
while remaining offshore of the eastern seaboard Wednesday into
Thursday, bringing a potential winter storm to portions of the
local area. Another round of frigid weather is expected Friday
and Saturday.

.NEAR TERM /UNTIL 6 AM WEDNESDAY MORNING/...
The Winter Storm Watch has been upgraded to a Winter Storm
Warning for SE VA and NE NC given high confidence of warning
criteria snow combined with a strong N wind.

Latest sfc analysis shows weakening ~1036 mb arctic high
pressure centered over the the mid-MS Valley. This high is large
in scale and extends into the local area, bringing a
continuation of cold/dry/mainly clear conditions. Temperatures
this evening range through the teens across the area, with low
20s along the coast, and some upper single digits in favored
cold spots. The sfc high will weaken to ~1032mb later tonight
but will remain entrenched from the lower OH Valley to the mid-
Atlc this evening and overnight. The light winds and clear sky
will lead to another very cold night and have gone on the low
edge of guidance with lows ranging from the single digits to the
mid teens (and a few of the coldest spots may drop to near
zero).

.SHORT TERM /6 AM WEDNESDAY MORNING THROUGH FRIDAY/...
02/12Z Models are overall still in good agreement wrt handling
of developing coastal low off the coast of FL and things have
genly not changed much since last night's cycle. The NAM has
been an outlier and deepens the sfc low faster than the model
consensus and has been depicting much greater potential snow
amounts as well as throwing deeper moisture all the way to the
Piedmont. WPC has noted that the NAM has a bias at
overforecasting QPF in the cold sector with winter storms and
this fcst package will continue to favor the GFS/ECMWF and GEFS
ensemble means with the NAM mostly disregarded. The winter storm
Watch has been maintained for now as bulk of this event is still
3rd period (Wed night), and there is still enough uncertainty
with snow amts. Did add a few counties in SE VA to the watch
(Southampton/Surry/James City) as criteria is only 3" snow/12hr
there. Otherwise, the watch issued for coastal portions of the
northern neck of E VA, and the Hampton Roads/Tidewater area,
including much of NE NC, and the lower MD eastern shore remains
unchanged. The headlines run from Wed aftn through midday Thu
(headline runs a bit later to the north)...though if anything
the timing is slightly slower and expect minimal if any snow
accumulation until after 21Z/Wed most areas.

Key to the forecast will be the potent northern stream
shortwave dropping through the upper midwest this aftn. Model
timing with this feature, and its eventual phasing w/southern
stream mid/upper level flow is relatively good for this time
range. Shortwave will eventually take on a NEG tilt and pick up
the surface wave and lift it N-NE, offshore of the east coast
Wed night and Thu. Resultant enhanced F-Gen forcing/omega as the
upper trough axis crosses the region could allow for an axis of
moderate to heavy snow rates across the southeastern portion of
the area...with travel likely to become hazardous. Critical
thicknesses/top-down tools indicating minimal mixing away from
the SE VA/NE NC coast, and even there only a brief period of
IP possible at the onset late Wed aftn/evening.

For the I-95 corridor still looking like a minimal event with up
to 1" of snow, but a little farther east will eventually need a
buffer zone of counties to be put into an advisory for 1-3" of
snow. Still appears to be a sharp cutoff in QPF (and therefore
snow totals) on the western fringe into Central VA, and the
piedmont (with minimal impacts expected out in the piedmont).
Even with the higher SLR, snow totals may well be relatively
minimal. Tonight's shift will likely make the call to
transition the watch to a warning/advisory as forecast
confidence improves further. Lows Wed night mainly in the 20s,
except upper teens NW. Drying from SW to NE, and will linger
high chc to likely PoPs until early aftn on the eastern shore,
tapered to a dry fcst across SW/W 1/2 of the CWA Thu aftn. Windy
and cold Thu with highs mainly ranging from the upper 20s to
lower 30s. Clearing and cold Thu night with lows in the single
digits to mid teens. Very cold/windy for Fri with highs in the
20s and wind chills staying in the teens or colder (will likely
need a wind chill advisory for thu night/early fri for some of
the area.

.LONG TERM /FRIDAY NIGHT THROUGH TUESDAY/...
A deep trough lingers over the eastern Conus Friday night and
Saturday, allowing for frigid/dry conditions to continue. Coldest
temps yet this winter should come Sat (especially if there's any
snow cover on the ground from the Wed night/Thu coastal storm) as
models depict -20C to -22C temps at H85. Temps will start out in the
single digits and 10s Saturday morning, only rising to around 20 N
and the mid 20s south in the afternoon. There is some light at the
end of the tunnel, however, as models do indicate a subtle warmup by
Sun-Tues in the form of max temps rising into the 30s Sun...and
possibly 40s by Monday/Tuesday. Next chance of pcpn comes by next
Monday night/Tuesday.

.AVIATION /03Z WEDNESDAY THROUGH SUNDAY/...
A large area of high pressure extends from the Mississippi
Valley through the Mid-Atlantic region as of 00z. The sky is
clear with a calm to very light wind and these conditions are
expected to prevail overnight. An upper level trough will track
across the Southeast Wednesday with surface low pressure
developing off the Southeast coast. High clouds will increase
Wednesday morning (12-15z), with clouds thickening by aftn
(mainly after 18z) and cigs lowering to 5-10kft for most sites.
The exception is ECG where MVFR cigs ~2.5kft could develop
later Wednesday aftn along with some -ra. A NE wind of 5-10kt is
expected by aftn.

Outlook...Deteriorating conditions overspread the region
Wednesday evening (earliest across the S). MVFR to IFR/LIFR
flight restrictions are likely by Wednesday night, KRIC may not
get below MVFR conditions depending on the track of the system,
but KORF/KECG/KPHF/KSBY will. P-type will be snow or a change
to RA/SN or all rain possible for a few hrs SE VA/NE NC near the
coast Wednesday evening, transitioning to all snow overnight
Wednesday night/Thursday morning. Turning dry/VFR midday
Thursday through Sunday as high pressure builds into the region.
A strong N wind of 20-25kt with gusts to 30-35kt will develop
along the coast late Wednesday night, with a strong/gusty NW
wind across the region during the day Thursday.

.MARINE...
Sfc high pressure has centered itself over the NC/VA Piedmonts this
afternoon, while expanding eastward over the local waters. This has
allowed winds to diminish below SCA levels finally and seas have
subsided accordingly. The high slides NE and offshore Wednesday
morning as low pressure begins to organize off the SE coast.
Conditions will remain sub-SCA through Wednesday afternoon.
Seas/waves subsiding to 1-2 ft. Strong low pressure lifts NE and
deepens off the SE and mid-Atlantic coasts late Wed into Thursday
morning. As it does so, expecting another strong bout of NNW winds
to gale force beginning around 03z Thu in the south and 06z-09z
north. Have issued a Gale Watch for the coastal waters, Currituck
Sound, and the Chesapeake Bay which lasts through Thursday night.
NNW winds 20-30 kt with gusts up to 40 kt within the Gale Watch. For
the rivers, NNW winds 15-25 kt with gusts to 30 kt. Waves build to 3-
5 ft and seas 5-10 ft by Thursday morning. Winds will be slow to
come down behind the coastal storm with strong CAA continuing into
Friday night. Even after the Gale comes down on Friday, SCA
conditions will likely continue into Saturday.

.TIDES/COASTAL FLOODING...
No coastal flooding is expected through the period. However, the
strong north to northwest winds combined with already low
astronomical tides (some places close to -1 ft MLLW) may allow
for some locations to drop to around -1 ft MLLW during the next
several low tide cycles.

.CLIMATE...
An arctic blast has overspread the region. RIC has tied the
record low of 10 early this morning. This after one of the
coldest New Year's Day on record. We did not include ECG to the
table below, as the period of record is shorter and does not
encompass the early 1900s.
