.SYNOPSIS...
Coastal low pressure is expected to move northeast while
remaining offshore of the eastern seaboard later today into
Thursday, bringing a potential winter storm to portions of the
local area. Another round of frigid weather is expected to push
across the area Friday and Saturday.

.NEAR TERM /UNTIL NOON TODAY/...
*The Winter Storm Watch has been upgraded to a Winter Storm
Warning across coastal VA/NE NC and the lower Maryland eastern
shore, given high confidence of warning criteria snow combined
with a strong N wind. Winter Weather Advisories have been
added mainly for jurisdictions along and east of I-95 for 1-3"
of snow.*

Latest sfc analysis shows broad, albeit weakening ~1030 mb
arctic high pressure centered from the lower Ohio valley/mid-
south into the local area. To the south, developing low pressure
is taking shape along the SE FL peninsula, with the associated
coastal front/inverted sfc trough sharpening just offshore of
the SE coast this morning. Temperatures early this morning are
once again in the single digits to low teens with little more
than some high clouds filtering into the Mid-Atlantic region.

Aloft, the key players are coming into place; a northern stream
upper level shortwave is noted diving across the mid-MS Valley
this morning. To the south, a southern stream wave is moving
along the west-central Gulf coast this morning.

Quiet start to the day...sfc low will begin to ascend the SE
coast, as mid to high clouds gradually thicken and lower by mid
to late morning. Temperatures climb into the 20s to low 30s by
midday, under a partly to mostly cloudy sky. Light snow/mixed
pcpn IP/RASN far SE moves in after 16-18z this afternoon.

.SHORT TERM /NOON TODAY THROUGH FRIDAY/...
03/00Z Models remain in good agreement overall wrt handling of
developing coastal low off the coast of FL. However, the finer
details of the QPF remain somewhat unresolved, as hi-res models
are still struggling with exact details of convection and
moisture overrunning the cold, very dry air in place over the
local area. Overall, guidance has almost across the board
trended west with the 00z run. 00z NAM has seemingly overplayed
this trend, and is much wetter than remaining guidance, also
deepening the sfc low faster than the model consensus. This
results in much greater potential snow amounts as well as
throwing deeper moisture all the way to the Piedmont. This is in
keeping with the NAM's bias in overforecasting QPF in the cold
sector with winter storms and as a result have once again
distanced ourselves from this solution. This fcst package will
continue to favor the GFS/ECMWF/RGEM. Primary challenge for this
package will be the very likely sharp cutoff in snow amounts
from NW to SE.

Key to the forecast remains the potent northern stream
shortwave dropping through the midwest this morning. Model
agreement/timing with this feature, and its eventual phasing
w/southern stream mid/upper level flow is still above average.
Shortwave will eventually take on a NEG tilt late tonight and
pick up the surface wave and lift it N-NE, offshore of the east
coast tonight and Thu. Resultant enhanced F-Gen forcing/lift as
the upper trough axis crosses the region is likely to result in
an axis of moderate to heavy snow rates across the southeastern
portion of the area late tonight...with travel likely to become
hazardous late tonight and overnight. Starting to get close
enough that the experimental HRRR is coming into range, and WPC
incorporated this into their WWD guidance, in expectation of
some localized banding across the southeast as the upper trough
axis crosses the area. Noting OPRH/F-gen values spike after 00z
tonight, which likely portends to the potential for some impressive
snow rates late this evening and overnight just inland from the
Tidewater. All this as N Winds gust to near wind advisory
criteria overnight/early Thu. Critical thicknesses and top-down
tools indicating minimal mixing away from the immediate SE VA/NE
NC coast, and even there only a brief period of IP possible at
the onset late this aftn/evening.

For the I-95 corridor, given the modest left shift, QPF has
increased slightly. Have added a buffer zone of counties
adjacent to the warning into an advisory for 1-3" of snow,
mainly along and east of I-95. Western extent of this area will
likely remain at an inch or less. However, on average, 1-3"
expected in advy area, with greatest snowfall in eastern most
sections. Also considered was potential travel issues, even with
light snow given the frigid temperatures of the past week. Out
in the piedmont, little more than a few snow showers, amounting
to a tract to less than 1".

Lows tonight mainly in the 20s, except upper teens NW. Drying
from SW to NE Thu morning, and will linger high chc to likely
PoPs until late morn/early aftn on the eastern shore, tapered
to a dry fcst across SW/W 1/2 of the CWA by aftn. Windy and
cold Thu with highs mainly ranging from the upper 20s to lower
30s. Clearing and cold Thu night with lows in the single digits
to mid teens. Very cold/windy for Fri with highs in the 20s and
wind chills staying in the teens or colder (will likely need a
wind chill advisory for thu night/early fri for some of the
area).

.LONG TERM /FRIDAY NIGHT THROUGH TUESDAY/...
A deep trough lingers over the eastern Conus Friday night and
Saturday, allowing for frigid/dry conditions to continue. Coldest
temps yet this winter should come Sat (especially if there's any
snow cover on the ground from the Wed night/Thu coastal storm) as
models depict -20C to -22C temps at H85. Temps will start out in the
single digits and 10s Saturday morning, only rising to around 20 N
and the mid 20s south in the afternoon. There is some light at the
end of the tunnel, however, as models do indicate a subtle warmup by
Sun-Tues in the form of max temps rising into the 30s Sun...and
possibly 40s by Monday/Tuesday. Next chance of pcpn comes by next
Monday night/Tuesday.

.AVIATION /12Z WEDNESDAY THROUGH SUNDAY/...
An upper level trough will track across the Southeast Wednesday
with surface low pressure developing off the Southeast coast.
High clouds will increase this morning (12-15z), with clouds
thickening and lowering by aftn (mainly after 18z). Cigs
lowering to 5-10kft for most sites after 17-19z. The exception
is ECG where MVFR cigs ~2.5kft could develop later this aftn
along with some -RAPL. A NE wind of 5-10kt is expected by aftn.

Outlook...Deteriorating conditions overspread the region
this evening (earliest across the S). MVFR to IFR/LIFR flight
restrictions are likely by Wednesday night, KRIC may not get
below low-end MVFR conditions depending on the track of the
system, but KORF/KECG/KPHF/KSBY will. P-type will be snow or a
change to RA/SN or all rain possible for a few hrs SE VA/NE NC
near the coast this evening, transitioning to all snow overnight
Wednesday night/Thursday morning. Turning dry/VFR midday
Thursday through Sunday as high pressure builds into the region.
A strong N wind of 20-25kt with gusts to 30-35kt will develop
along the coast late Wednesday night, with a strong/gusty NW
wind across the region during the day Thursday.

.MARINE...
Sfc high pressure has centered itself over the NC/VA Piedmont
this afternoon, while expanding eastward over the local waters.
This has allowed winds to diminish below SCA levels finally and
seas have subsided accordingly. The high slides NE and offshore
Wednesday morning as low pressure begins to organize off the SE
coast. Conditions will remain sub-SCA through Wednesday
afternoon. Seas/waves subsiding to 1-2 ft. Strong low pressure
lifts NE and deepens off the SE and mid-Atlantic coasts late Wed
into Thursday morning. As it does so, expecting another strong
bout of NNW winds to gale force beginning around 03z Thu in the
south and 06z-09z north. Have issued a Gale Watch for the
coastal waters, Currituck Sound, and the Chesapeake Bay which
lasts through Thursday night. NNW winds 20-30 kt with gusts up
to 40 kt within the Gale Watch. For the rivers, NNW winds 15-25
kt with gusts to 30 kt. Waves build to 3- 5 ft and seas 5-10 ft
by Thursday morning. Winds will be slow to come down behind the
coastal storm with strong CAA continuing into Friday night. Even
after the Gale comes down on Friday, SCA conditions will likely
continue into Saturday.

.TIDES/COASTAL FLOODING...
No coastal flooding is expected through the period. However, the
strong north to northwest winds combined with already low
astronomical tides (some places close to -1 ft MLLW) may allow
for some locations to drop to around -1 ft MLLW during the next
several low tide cycles.
