.SYNOPSIS...

Strong Pacific storms will continue to impact the region through
Friday with periods of heavy rainfall, strong potentially damaging
winds, and high elevation snow. Flooding is expected to continue
into the weekend for the Middle Fork of the Feather, Susan, and
Pit Rivers in northeast California. Flooding for creeks, streams,
and poor drainage areas will be possible again Thursday as the
final round of heavy precipitation moves in.

&&

.SHORT TERM...

Remnant moisture from the last pass of subtropical moisture is
bringing showers to central California and the Sierra this morning.
Precipitation is expected to remain confined to the Sierra,
mainly right along the crest today as the final storm in the
series remains off the coast. Snow levels are expected to remain
in the 8500-9000 foot range today. Main changes to the forecast
were to lower QPF in the lee of the Sierra for the Thursday
system outside of a 6 hour period when spillover chances are the
best along the front.

**RAIN AND SNOW**

The final atmospheric river (for this week) is expected to sweep
across the Sierra Thursday. The AR is of similar 'moderate to
strong' intensity as the Monday/Tuesday system; however, it is
narrower and going to move quickly from north to south across the
Sierra with less residence time over one area. Heavy rainfall
will occur in an intense 6-12 hour period. Shadowing is expected
to be strong with little 'spillover' precipitation outside of the
frontal passage. For the Reno/Carson City area this is forecast to
be in the late afternoon or early evening Thursday.

Snow levels tonight are expected to start in the 8000-9000 foot
range and fall to below 6000 feet by Friday night. Much of the
moisture is expected to fall along the leading edge of the front
ahead of the colder air. A colder secondary front Friday afternoon
should continue to push snow levels down to near 4000 feet by
Friday night. There could be enough moisture to bring a couple
inches of snow down to the Tahoe basin and lighter amounts into
the Sierra Foothills by Friday evening. Above 8000 feet (9000 feet
in Mono County) an additional 2-3 feet of snow could fall by
Friday evening. Between 7000-8000 feet in the Tahoe Basin and
8000-9000 feet in Mono County snow accumulation will depend on
just how fast snow levels fall in the heavy precipitation with
snow amounts expected to drop off rapidly below 7000 feet (8000
feet in Mono). Travel impacts should be expected in the Sierra
due to heavy rain changing to snow Thursday and Friday.

A renewed risk of flooding along creeks, streams and poor drainage
areas will accompany the heavy rainfall and a Flood Watch is again in
effect for the Sierra and Sierra Front Thursday. Flood Warnings
are also in effect for the Middle Fork of the Feather River, the
Susan River, and Pit River where ongoing flooding is expected to
continue to become worse the next few days with additional
rainfall. For more information refer to the hydrology section

**STRONG WINDS THURSDAY**

Very strong winds are expected again on Thursday. Ridgetop winds
could again gust in the 130-150 mph range late tonight into
Thursday afternoon. Ridge winds at this time are 'only' gusting
to 100 mph. There is much higher confidence that strong winds will
mix to the surface Thursday due to an impressive classic downslope
signature in the thermal profile. This stable layer will push
strong and damaging winds into western Nevada with gusts of 65-75
mph possible at the surface and gusts of 90 mph possible in wind
prone areas. This is expected to be the strongest wind event in
this storm series and will likely disrupt air travel and lead to
restrictions for high profile vehicles. Property damage will also
be possible with trees and fences possibly blown over. The peak
winds are expected Thursday morning and High Wind Watch is in
effect for the Sierra front Thursday including the Reno/Carson

.LONG TERM...Saturday through Wednesday...

Upper low will be exiting Saturday with scattered snow showers
mainly south of Highway 50 diminishing through the afternoon.
Additional snow accumulations up to a few inches will be limited
mainly to Mono County and higher terrain of western Mineral County.
A brisk north to northeast flow will otherwise prevail as drier air
works into the region.

High pressure will build aloft Sunday into early next week with a
much drier airmass in place. Gusty northeast ridge winds Sunday into
Monday morning will diminish for the rest of the extended period. We
will see a return to moderate inversions Sun-Tue with some freezing
fog possible late night into early morning, especially after all the
rain this week and the wet ground conditions. Temperatures will be
much cooler with lows in the teens and 20s. Highs will be in the 30s
and 40s over the weekend slowly warming next week. Another wet
pattern is shaping up beyond this forecast beginning next Thursday
and going into the following weekend (Feb 16th-19th). Hohmann

.AVIATION...

Light rain and high elevation snow will bring periods of terrain
obscuration and MVFR conditions today along the Sierra. Showers will
diminish some tonight as activity retreats somewhat to northern CA.
This rain will have its greatest impact on KTVL/KTRK. For the
remainder of the TAF sites (eastern Sierra of Mono County into
western NV), VFR conditions will prevail today.

Winds aloft will remain elevated, so turbulence can be expected to
persist over and downwind of ranges. As the next atmospheric river
approaches Thursday, winds will strengthen with another period of
enhanced wind potential. There are indications of a downslope wind
signature Thursday which could bring even stronger winds to
the lee of the Sierra (along the Hwy 395 corridor). Hohmann

.HYDROLOGY...

* Flood impacts to continue along the Middle Fork of the Feather and
  the Pit River into this weekend and for a period Thursday through
  Friday morning for the Susan River.
* Additional flooding possible for creeks, streams, urban areas and
  drainage basins Thursday and Friday.

For the Feather River from the Sierra Valley to Portola and the Pit
River across northwest Lassen County, flood impacts are likely to
persist though Wednesday, then become more severe on Thursday and
Friday as the next bout of moderate to heavy rain arrives. Even the
Susan River will likely see significant rises Thursday and flooding
is likely by Thursday afternoon.

A second AR is forecast to arrive on Thursday with snow levels
running between 7000 and 9000 feet. Potential for rapid flood
impacts Thursday will again be focused on smaller basins due to
saturated soils and very efficient runoff. Precipitation rates won't
need to be very high, probably only in excess of 0.15-0.25
inch/hour, to cause minor flood impacts. Heavy rain rates of 0.25
to 0.50 inch/hour or more are possible in the Sierra and along
the Carson Range, which would likely cause more significant
flooding. Main take away here is to be ready for additional
