The Flood Watch for portions of east central California and
western Nevada will expire at 4 AM PST early this morning. Rain is
largely transitioning to snow and will largely end the flooding
threat. However, there could still be a spots where flooding will
continue since water is trapped by blocked drainages or snow 
berms.

Also, the Upper Truckee River will remain in flood into this
morning and extra car should be exercised around area streams,
creeks, and rivers.

.UPDATE...
Only light showers continue this evening, and many flood waters of
the fast responding streams are slowly receding. However, the Pit
and Feather Rivers will continue to rise the next couple days due
to the recent rains and more rain expected into Friday morning.
With the overall flood threat reduced for most areas this evening
we will cancel the existing flood watch for the Sierra Front and
Tahoe/Mono, but extend the flood watch for Lassen/Plumas. We will
also issue another flood watch for the Sierra Front and Tahoe/Mono
for Thursday afternoon and night.

The overall ideas from the afternoon forecast have not changed,
but with saturated soils and waters only very slowly receding it
won't take much additional rain to cause more flooding in the
Sierra Valley and many parts of Lassen County. A band of moderate
rain is expected there beginning Wednesday morning and continuing
into the evening.

For the Tahoe Basin, the rain is expected to be lighter and the
flood issues there today were minor. Therefore we are not
anticipating additional issues there until Thursday. The same idea
is behind the Sierra Front and Mono County with only light
showers. The rain on Thursday afternoon and night is not expected
to be long duration, but as was seen this morning, only a 3-6
hour period of moderate to heavy rainfall will create flooding

River flooding is expected for the Middle Fork of the Feather,
Susan, and Pit Rivers in northeast California.

SYNOPSIS...

Strong Pacific storms will continue to impact the region through
Friday with periods of heavy rainfall, strong winds, and high
elevation snow. Minor flooding is possible through this evening
for small streams and urban areas in the Sierra and Sierra
Foothills. River flooding is expected for the Middle Fork of the
Feather, Susan, and Pit Rivers in northeast California.

SHORT TERM...

Moderate to strong atmospheric river (AR) storm continues to
affect the region through tonight. Currently snow levels are
hovering around 8500-9000 feet, with heavy snowfall above 9000
feet and heavy rainfall beneath. Widespread impacts have occurred
around the region today, mainly from flooding of minor streams and
urban areas from the heavy rainfall earlier in the day. In fact,
we had some very impressive rainfall amounts earlier this morning
around the Sierra and Sierra front, with rainfall amounts of
nearly 0.4" per hour. Storm totals rainfall amounts that we've
gotten in the last 36 hours have totaled around 2 to 5 inches of
rainfall in the Sierra and up to 0.25 to 1 inch around the western
Nevada Sierra front. Numerous locations have reported flooding or
mud/rock slides around the area. See our local storm report for
more information on storm damage around the area. Also, see our

Snow amounts for the High Sierra have reached to 1 to 2 feet or
more since Monday morning, with come areas over 9000 feet likely
pushing near 3 feet or more. An avalanche warning from the Sierra
Avalanche Center remains in place through 7am Wednesday due to
high avalanche danger over 8500 ft elevation. Strong winds on the
Sierra ridges today have hit over 140 mph at times, creating
dangerous blizzard conditions for elevations above 8500 feet.
Mount Rose Highway was closed for most of the day today due to low
visibility from snow and high winds. The strongest winds have
subsided this afternoon, so we have cancelled the wind statements.
Gusty winds up to 35-45 mph will be possible through this evening,
with the Sierra ridges gusting to near 100 mph.

The heaviest precipitation has moved down into Mono County this
afternoon, with lighter showers continuing over the Tahoe- Reno-
Carson areas. Latest models show diminishing precipitation tonight
as the atmospheric river starts to break up temporarily and begin
to wave further north into the northern Sierra by Wednesday
morning. The AR begins to reload on Wednesday, bringing moderate
rain into the northern Sierra from Tahoe north to Lassen County.
We have increased rainfall amounts for Wednesday in the Sierra,
but also decreased rainfall amounts for the lower valleys in
western NV and northeast CA as we get some shadowing.

Long Term...Thursday through Friday...

The very active pattern continues Thursday and Friday with another
moderate to strong Atmospheric River (AR) storm. This storm will
initiate with very strong and potentially damaging winds beginning
Thursday morning and persisting through the late afternoon. High
Wind Watches have been posted for Thursday across the Sierra and
portions of western Nevada. Heavy rainfall and high elevation snow
is also expected through Thursday with pronounced mountain shadowing
until Thursday evening.

STRONG WINDS THURSDAY:

Wind signatures Thursday morning continue to look very impressive
with very strong flow aloft combined with increased stability near
the Sierra ridgetops which can favor the development of downslope
winds. Even without a fully developed downslope signature,
mechanical mixing of strong 700mb winds of nearly 85 knots (3-4
standard deviations) could result in strong and damaging winds with
gusts between 65-75 mph with wind prone areas reaching near 90 mph.
Wind gusts across ridges could exceed 150 mph. This could be our
strongest wind event in the series of storms this week. Winds will
look to peak Thursday morning with weakening winds by Thursday
evening. These strong winds will produce travel restrictions for
high profile vehicles, periods of very low visibility in areas with
snowpack from blow snow, possible air travel delays, power outages,
life threatening boating conditions, and possible property damage
such as fence damage and tree falls.

RAIN AND SNOW:

This moderate to strong AR storm will also provide another round of
heavy rain and higher elevation snowfall Thursday into Friday. The
first portion of this storm Thursday morning and afternoon will
feature rather pronounced mountain shadowing until spillover
precipitation increases Thursday evening. Snow levels will be fairly
high through Thursday afternoon with levels mainly station above
8,000 feet and then falling below 6,000 feet by Friday morning.
Liquid equivalent precipitation looks like an additional 2-3.5
inches across the Sierra with about 0.5-1.0" across western Nevada
through the Sierra Front, and 0.25-0.33" across the Basin and Range.
This being a fairly warm system, snow accumulations will largely be
confined above 8,000 feet where an additional 2-3 feet of snowfall
is possible across the Sierra. The additional rainfall at lower
elevations will also exacerbate flooding concerns especially for
creeks, streams, urban and poor drainage areas. Some mainstem rivers
will also see significant increases in flows and some are forecasted
to reach flood stage. See the hydrological section for more details.

The main wave of heavy precipitation associated with the AR will
slide south through Mono County by early Friday morning before snow
levels drop to near western Nevada valley floors Friday evening. A
second wave of moisture will push through Friday afternoon into
evening so some light snowfall accumulations will be possible.

Saturday through Tuesday...
After a few residual showers Saturday morning, the pattern quiets
down for the weekend and the first half of next week as an upper
ridge builds overhead. Valley inversions will strengthen by early
next week with higher elevations warming faster than valleys as
subsidence warming impacts higher ridges first. However, despite
inversions, Tahoe valleys and most lower valleys that are snow-free
should still warm into the low to mid 50s early next week with the
intensifying mid February sun.

If you thought we were entering into a lengthy dry period, there is
at least a moderate probability that you'd be wrong. Longer range
predictions once again bring stormy weather back into northeast CA
and western NV for the latter part of next week, with atmospheric
river probabilities from the GFS ensemble showing a 45-65% chance
along the northern and central California coast by the late on the
15th and on the 16th. Snyder

AVIATION...

Except for a local pocket of snow levels down to 7000 feet near
KMMH, snow levels have risen above 8000-8500 feet this afternoon.
This has ended the threat for snowfall at terminals in northeast CA
and western NV through Thursday, with the exception of KMMH which is
expected to see a change over to rain this afternoon once
precipitation rates decrease. Widespread higher terrain obscuration
will remain for the Sierra through Wednesday with scattered to
widespread showers. Occasional higher terrain obscuration for
western NV today should dissipate tonight and Wednesday as shower
coverage diminishes.

With winds aloft remaining elevated over the next couple days,
especially through this evening and then again Wednesday night-
Thursday, turbulence can be expected to persist over and downwind of

HYDROLOGY...

* Flood impacts to continue along the Middle Fork of the Feather and
  the Pit River into this weekend.
* Additional flooding possible for creeks, streams, urban areas and
  drainage basins Thursday and Friday.

Current rainfall rates are decreasing across the region as one
atmospheric river moves off to our south. Flood issues on creeks,
and basins will lessen this evening. However low lying areas may
remain inundated, especially the Sierra Valley, Washoe Valley and
Carson Valley. High flows on the Truckee and Carson River will be
slow to move down stream, so those along the Truckee below Derby Dam
and the Carson below Genoa should notice a significant
increase in flows tonight and early tomorrow.

For the Feather River from the Sierra Valley to Portola and the Pit
River across northwest Lassen County, flood impacts are likely to
persist though Wednesday, then become more severe on Thursday and
into Friday.

A second AR is forecast to arrive on Thursday with snow levels
running between 7000 and 9000 feet. Potential for rapid flood
impacts Thursday will again be focused on smaller basins due to
saturated soils and very efficient runoff. Precipitation rates won't
need to be very high, probably only in excess of 0.15-0.25 inch/hr,
to cause minor flood impacts. Heavy rain rates of 0.25 to 0.50 or
more are possible in the Sierra and along the Carson Range, will
likely cause more significant flooding. Main take away here is to be
ready for additional flooding the rest of this week. Brong
