PRECAUTIONARY/PREPAREDNESS ACTIONS...

Forecast crests are based upon rainfall that has occurred along with 
anticipated rain for the next 12 hours. Adjustments to the forecasts 
will be made if additional heavy rainfall occurs.

Do not drive cars through flooded areas. Remember, two feet of 
rushing water can carry away most vehicles including pickups.  Turn 
around and don't drown!

  The West Hobolochitto Creek Near McNeill.
* from late tonight to Saturday afternoon.
* At  6:45 PM Thursday the stage was 11.8 feet.
* Minor flooding is forecast.
* Flood stage is 15.0 feet.
* Forecast...Rise above flood stage by early tomorrow and continue to
  rise to near 17.5 feet by tomorrow evening.the river will fall 
  below flood stage by late Saturday morning.
* Impact...At 17.0 feet...Some roads in the county inundated but 
  passable. Homes in Westchester Subdivision, Picayune will be 
  threatened. Water over a few roads in the city of Picayune will 
  cause traffic problems. School bus traffic may need alternate 
  routes. Beech Street and Westchester Subdivision below the 
  confluence of the east and west branches will be subject to 
  flooding in low places.
* Impact...At 15.0 feet...Some secondary roads near the stream north 
  of Picayune will be inundated. Beech Street and Westchester 
  Subdivision below the confluence of the east and west branches will
  be subject to flooding in low places.
* Impact...At 12.0 feet...Minor agricultural and forestry flooding 
  will develop in rural areas.
* Impact...At 10.0 feet...Bank full with minor over bank flow will 
  occur at low spots just below gage.

  The East Hobolochitto Creek Near Caesar.

* At  6:45 PM Thursday the stage was 10.2 feet.
* Minor flooding is forecast.
* Flood stage is 15.0 feet.
* Forecast...Rise above flood stage by tomorrow early afternoon and 
  continue to rise to near 15.5 feet by early Saturday morning.the 
  river will fall below flood stage by Saturday early afternoon.
* Impact...At 15.0 feet...Water over a few roads in the city of 
  Picayune will cause traffic problems. School bus traffic may need 
  alternate routes. A few homes on Northwood Drive will be 
  threatened. Beech Street and Westchester Subdivision below the 
  confluence of the east and west branches is subject to flooding in 
  low places.
* Impact...At 12.0 feet...Water will pool on isolated low areas of 
  unimproved roads near the creek. Minor overflow will occur in 
  agricultural areas near stream.
* Impact...At 10.0 feet...Bankfull at gage. Some minor overflow will 
  occur in flood plain downstream of gage.

.SHORT TERM...

The biggest issue in the short term will surely be rainfall this
morning and this afternoon as Gulf moisture streaming into area
interacts with a stalled frontal boundary draped across the area.
Model soundings indicate PW values as high as 2.3-2.35 inches this
afternoon which could easily lead to excessive rainfall rates
where the heavier storms set up. Rainfall chances are fairly close
to 100% across the area. With the possibility of heavy rains
today and the rainfall amounts the area has seen over the last
week or so with Cindy, a flash flood watch has been issued until
tonight for the entire area with the exception of the four SW
Mississippi counties. Rainfall amounts have not been quite as high
in those areas and the expectation is the maximum rainfall
amounts will be closer to the coast. With the rainfall and
cloud cover in the area, temperatures will stay well below normal
today across the area.

Some drier air will move into the area for Friday, bringing
temperatures back up some and bringing rainfall chances down and
more in line with our typical summertime chances.

.LONG TERM...

Most attention paid to the very short term part of the forecast
and the potential heavy rainfall and flood threat today. Only a
few tweaks and changes made to the long term forecast. Overall,
rain chances should be on the downward trend as high pressure
moves into the area from the east.

.AVIATION...

Main issue will be rainfall at all locations. Cloud cover and
reduced visibilities from the rain will lead to MVFR and at times
IFR conditions at area terminals throughout the day today.

.MARINE...

Onshore flow has returned and is funneling moisture into the
area. Winds are a touch elevated west of the Mississippi River
where small craft exercise caution headlines are out for the
morning hours. Otherwise, the main concern will be increased winds
and seas near showers and thunderstorms that develop today.
Beginning tomorrow, conditions should get gradually better over
the coastal waters as high pressure moves into the area.

This Hazardous Weather Outlook is for portions of Southeast
Louisiana...South Mississippi and the adjacent coastal waters.

.DAY ONE...Today and Tonight

There is a slight risk of heavy rainfall across southeast
Louisiana and parts of southern Mississippi today and this
evening. Scattered to numerous showers and thunderstorms are
expected across the outlook area today and this evening. Although
severe weather is not anticipated, heavy rainfall is the main
threat today.

Widespread 1 to 3 inches of rain are expected with locally higher
amounts possible. Therefore, a Flash Flood Watch is in effect for
southeast Louisiana, southeast and coastal Mississippi through 10
pm this evening.

.DAYS TWO THROUGH SEVEN...Friday through Wednesday

There will be a chance for typical summertime afternoon
thunderstorms Friday and possibly Saturday. The main concerns
will be occasional lightning, brief torrential rainfall and gusty
winds in close proximity to any storms. Organized severe
thunderstorms are not expected Friday through Wednesday.

At 729 AM CDT, a strong thunderstorm was located over French
Settlement, or 8 miles northeast of Gonzales, moving northeast at 20
mph.

Winds in excess of 30 mph are possible with this storm.

Locations impacted include...
French Settlement, Albany, Port Vincent, Whitehall and Killian.

This storms has exhibited weak rotation and if it strengthens could
produce a funnel cloud or even tornado. A tornado warning may be
needed.

Torrential rainfall is also occurring with this storm, and may cause

This storm may intensify, so be certain to monitor local radio
