At 341 PM AST, satellite indicated a thunderstorm producing heavy 
rain along the Guajataca River, which is expected to produce surges 
of waters in the next hours or so. As a result the risk of failure 
of the Guajataca Dam continues, which could potentially cause life-
threatening flash flooding downstream along the Rio Guajataca.

.UPDATE...Active convective complex continues across the USVI
this evening, though activity has started to shift a little north
of St Croix. This area looks to be the main focus through the late
evening hours.

 However will have to watch the complexes of storms
that are near 17N to the south of PR as outflow in combination
with the southeasterly flow may kick off some activity along the
southern coast. Heavy rainfall will be a continuing concern with
any showers/storms.

.AVIATION...Tropical disturbance across region will keep unstable
pattern across PR and USVI through TAF cycle. Prevailing SHRA with
VCTS for TIST and TISX to start, transitioning to VCSH after 03Z.
Passing SHRA may affect any site overnight, but TJBQ, TJMZ, and
TJSJ will likely stay dry, especially after 04Z. Seabreezes
develop over PR with daytime heating after 15Z, along with another
round of TSRA for most sites through the afternoon. Tempo IFR
conditions with heavier activity, along with potential for gusts
around 30 knots.

.PREV DISCUSSION... /issued 443 PM AST Sat Sep 30 2017/

SHORT TERM...TUTT low continues to meander across Hispaniola
this afternoon, keeping Puerto Rico and the USVI under a robust
east-southeasterly feed of tropical moisture. This feature is
expected to slowly slide westwards over the next 24 hours or so,
but remain close enough that the pattern of widespread showers
with embedded storms will continue into Sunday.

Most convection this afternoon has been clustered across the
eastern third of PR, including Culebra and Vieques. With some
breaks in the cloud cover across western PR, there will be the
potential for additional activity across this area before we head
into sunset. Coverage of showers and storms is expected to be
more scattered overnight, with a repeat of more widespread activity
again on Sunday. Models suggest that the heaviest rainfall may be
focused a little more over Central and western PR tomorrow as the
driving feature, the TUTT moves west.

The concern with any activity through this period will continue
to be heavy rainfall leading to flash flooding. The Flash Flood
Watch remains in effect through Sunday night but may need to be
extended into Monday morning mainly across portions of Puerto Rico
depending on how quickly the TUTT moves and drier air is able to
slide in.

LONG TERM...A relatively drier, more seasonable pattern will be
in place Monday through Wednesday as high pressure nudges in from
the northeast. Enough moisture remains to drive scattered
diurnal showers and storms each day, primarily across the
mountains and into NW PR as prevailing east-southeast winds
continue. Another weak tropical wave looks to bring enhanced
moisture back into the region midweek with a corresponding
increase in showers and storms.

AVIATION...Showers and thunderstorms continue to develop across
the Caribbean waters south of PR and northwest of St John.
Currently, light to possibly moderate rain is over PR. Near term
convection will affect USVI and possibly eastern PR. Additional
development is expected this afternoon across the central and
western sections of PR but may not be as widespread due to
mid/upper level cloud shield inhibiting daytime heating. VFR conds
are expected outside of storms with a persistent mid level cloud
deck and tempo MVFR cig/vsbys in and around convection.

MARINE...Northerly swells of 3-4 feet continue to push into the
northern sections of the islands, and into both the Anegada and
Mona Passages. Seas remain elevated at 4-6ft on the northern side
of the islands, with a cautionary statement still in place for
these areas. Winds are expected to continue from the east-
southeast through the period, diminishing slightly on Monday as
the current tropical disturbance pushes east. Numerous showers
and storms will continue with locally higher winds and seas in and
around stronger convection. Convection will become more isolated
to scattered Monday into midweek.

HYDROLOGY...A Flash Flood Watch Remains in effect for Puerto
Rico and the US Virgin Islands through Sunday night. Deep tropical
moisture associated with a tropical disturbance will continue to
lead periods of heavy rainfall over the region. Additional
rainfall amounts of 1 to 3 inches of rainfall are possible today,
especially over northeastern PR as well as Culebra and Vieques.
An additional 2 to 4 inches will be possible on Sunday. Isolated
higher amounts are likely, especially in higher terrain.
