* Impact...At 19.0 feet...Moderate Flood Stage.  The French Broad 
  River may overtop the railroad tracks and floodwaters may 
  threaten a trailer park on River Ridge Rd. Floodwaters may  
  approach buildings north of Grove Bridge Road along US 64. Parts
  of River Road, Pleasant Grove Rd., Butler Bridge Rd. and Big Willow
  Rd. are likely to flood. Associated tributaries, including Little 
  River, are likely to flood due to high water levels on the French 
  Broad River.

.SYNOPSIS...
The remnants of Hurricane Nate will move northward over the region
today and tomorrow bringing heavy rainfall and gusty winds to the
Western Carolinas. As the remnants of Nate move well north of the
area, scattered showers and thunderstorms will likely linger through
the early part of the week.

&&

.NEAR TERM /THROUGH TONIGHT/...
As of 1045 AM EDT Sunday: Forecast is on track. The latest CAMs seem
to hold off the better rain across the I-77 corridor until late
aftn/early evening. But in the meantime, spotty light showers will
likely develop across the area. To the west, categorical coverage is
already underway, with shallow, efficient showers being enhanced by
southerly upslope flow. I opted not to make any significant changes
to the QPF for today, as things ramp up, and little change is seen
in the guidance. Temps are on track under cloudy skies, but may need
to be bumped up a little in the east, as se winds advect warmer air
from areas that are seeing some sun.

Otherwise, Nate continues to weaken as it zips NE across the Deep
South today and into eastern TN tonight. Upper ridge and surface
high over the western Atlantic will remain in place, steering the
remnants of Nate N to NE, and with the surface high in place, a bit
of a lookalike damming is in place up against the Blue Ridge. This
will hang tight through the day even as Nate passes to our west,
which will help increase the gradient a tad.

Issue 1: Rainfall. Record-level PWs 2-2.3" will continue to spread
across the area, a good 200% of normal. Should see a few rounds of
light to moderate rain today that will soak into the soils, but the
bulk of the heavy precip will move in tonight after 00z. Deep
moisture and strong synoptic lift associated with the tropical
remnants will combine with hefty upslope flow, resulting in some
significant rainfall accumulations. QPF is a bit difficult,
operational GFS at KAVL for example is the LOWEST of the GEFS
members, but then WPC guidance is on the high side. For the sake of
uniformity and consistency, especially since the NAM and ECMWF are
approximately double the operational GFS, went basically straight
WPC, with minor adjustments (mainly to add more QPF to the Piedmont
this morning). Previous Day2 Excessive Rainfall had Moderate Risk up
the Blue Ridge, and though new Day1 hasn't come out yet as of AFD
time, imagine it won't change much. With that, have opted to expand
the Flash Flood Watch to cover all areas with >4" storm total.

Issue 2: Winds. It's an inland tropical system, and it's gonna be
windy, especially at the higher elevations. That plus the gradient
from the lookalike damming, and the forward speed of Nate's remnants
and we're looking at the possibility of some hefty winds. These
start really picking up at our higher elevations by 00z tonight,
with 925mb winds approaching 50kt along the NC/TN state  line,
increasing through 03z, and finally dropping off to <30kt by 06z. As
would be expected, 850mb winds 5-10kt higher. Had a High Wind Watch
in place for the SW mountains, and have upgraded that to High Wind
Warning for the NC mountain counties against the TN state line, plus
Macon and northern Jackson. For the northern three (Yancey, Mitchell
and Avery), winds should't be quite as impressive, but those higher
elevations could really see some blowing up there. Plus with all the
rain...could get messy. Ended up with a 3500ft elevation-based
hazard, with HWW above 3500ft and Wind Advisory below. Elsewhere,
expanded the wind advisory into NE GA and SW NC counties previously
in High Wind Watch.

Issue 3: Tornado threat. This continues to increase incrementally,
with now both the GFS and NAM bring >1000J/kg into a large portion
of the Upstate, with >500J/kt up against the Blue Ridge, combined
with 35-45kt deep-layer shear and anywhere from 150-250 m2/s2 SRH.
With low-level WAA and such high dewpoints in place, low level lapse
rates aren't moist-adiabatic, despite the saturation, and so the
CAPE isn't quite as skinny as one might expect in tropical
environments. CAM guidance of updraft helicity is a bit troubling,
bringing rotating supercells into NE GA/Upstate SC and up the Blue
Ridge. Perfect progging these, nothing gets to the I-77 corridor in
the SW NC Piedmont, but certainly not willing to downplay threat in
those areas. Discussed these issues with SPC before the Day1 outlook
was issued and collaborated on an upgrade to Marginal across most of
the area, with the possibility of an additional upgrade later today,
but that will be reevaluated. Bottom line, though, is that any semi-
discrete cells will definitely be rotating, especially the closer
you get to the remnants of Nate, and these cells will have to be
monitored very very closely. Peak time looks to start 21z/5p but
continues through around 08z/4am.

Of least concern through the near term is temperatures, which should
hover just above seasonal normals for most of the area, maybe 5 or
so degrees above for the NC Piedmont. Lows tonight almost 20 degrees
above normal.

.SHORT TERM /MONDAY THROUGH TUESDAY NIGHT/...
As of 305 AM EDT Sunday: the short term fcst picks up at 12z on
Monday with upper ridging centered just off the southeast coast
and an upper trof digging down across the Central Rockies. As we
move into Tues, the ridge will gradually slide westward as the
upper trof separates from the mean flow and becomes an embedded
upper shortwave. It will move up and over the upper ridge and
towards the Great Lakes by the end of the period early Wed. At
the sfc, the remnants of TS Nate will be centered to our north
near Southern Ohio/Northern West Virginia. As the system lifts
farther northward, we will remain under moist SLY low-lvl flow
courtesy of the strengthening Bermuda High offshore and a
lingering sfc bndy. As we move into Tues, another low will spin
up over the ArkLaTex region and lift a moist warm front over
the CWFA. The frontal bndy will be slow to lift north of the area
and deeper moisture will likely hang around thru the end of the
period early Wed. As for the sensible fcst, most of the higher-end
impacts from TS Nate will be winding down as we start the period.
The main concerns will be lingering precip coupled with saturated
soils providing a continued areal flooding and main stem river
flooding threat. Temps will remain well above climatology thru
the period.

.LONG TERM /WEDNESDAY THROUGH SATURDAY/...
As of 230 AM EDT Sunday: the extended fcst picks up at 12z on
Wednesday with an embedded upper shortwave lifting up and over
ridging that is centered over the southeast. During the next 24
hrs or so, the shortwave will move north of the area and dissipate
as the center of the upper ridge moves westward and amplifies.
The ridge is expected to persist across most of the CONUS thru
the remainder of the period. At the sfc, a low will lift out of
the ArkLaTex region on Tues and bring a weak cold front to our
doorstep by the start of the period. The long range models move
the front east of the fcst area by early Fri, however there are
some notable timing differences between the models. In addition,
the ECMWF keeps the deeper moisture over the CWFA for a while
longer than the GFS or Canadian. Regardless, we will see a drying
trend after the fropa as broad scale Canadian high pressure
remains over the region well into the weekend. As for the sensible
fcst, no major changes were warranted with PoPs trending down thru
the period. Temps start out well above normal on Wed and cool to
just above normal by Fri. They warm again on Sat as thicknesses
increase.

.AVIATION /15Z SUNDAY THROUGH THURSDAY/...
At KCLT and elsewhere: Some pockets of MVFR this morning, but
generally widespread IFR to LIFR. Should see some improvement this
morning with a slow lifting trend, with at least brief MVFR possible
this afternoon and even hints at low VFR at KCLT. VCSH continues
through the morning with -SHRA/SHRA developing and predominant by
midday. Adjusted PROB30s to TEMPOs with some VCTS, but as usual in a
case like this may be more TSRA than allowed for in a TEMPO, but
timing still uncertain. Lgt/vrb winds this morning will generally
favor E, but veer around to SE after sunrise. As remnants of Nate
approach after 00z, winds will pick up with G25kt at most sites,
higher at KAVL with LLWS. Winds should decrease again just beyond
the end of the period.

Outlook: Moisture will persist over the area through Monday, with a
weak frontal zone likely to linger over the region into Tuesday.
Periodic restrictions and SHRA/TSRA likely will result.

NATE WILL BEGIN AFFECTING NORTHEAST GEORGIA THROUGH 200 PM EDT...

At 1245 PM EDT, Doppler radar indicated showers and embedded
thunderstorms with torrential rainfall along a line extending from 7
miles southwest of Blairsville to 8 miles northeast of Gainesville
to 6 miles northeast of Covington, and moving east at 15 mph.

Locations to be impacted include...
Clayton, Clarkesville, Cornelia, Baldwin, Demorest, Mount Airy, Alto,
Mountain City, Tiger and Dillard.

This band of showers from Tropical System Nate will bring wind gusts
of 30 to 40 mph and torrential rainfall rates of 1 to 3 inches in
some locations. Deep ponding of water may quickly develop in low-
lying areas.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

The combination of gusty winds and saturated soil conditions may
cause scattered trees and power lines to fall. Seek shelter inside
an interior room.

Torrential rainfall may flood areas with poor drainage, such as
ditches and underpasses. Avoid these areas and do not cross flooded
roads. Water levels of small streams may also rise rapidly. Seek
higher ground if threatened by flood waters.

...TORRENTIAL TROPICAL RAINFALL WILL IMPACT EASTERN GREENVILLE AND
WESTERN SPARTANBURG COUNTIES UNTIL 200 PM EDT...

At 1252 PM EDT, Doppler radar was tracking showers and embedded
thunderstorm with torrential rainfall 11 miles east of Greenville
Downtown, or near GSP Airport, moving north at 20 mph.

Locations to be impacted include...
Greer, Mauldin, Taylors, Simpsonville, Five Forks, Duncan, Lyman,
Landrum, Wellford and Inman.

Wind gusts of 25 to 35 mph and very heavy rainfall rates up to 2
inches per hour will be possible in these areas. Expect street
flooding of low-lying areas.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Torrential rainfall may flood areas with poor drainage, such as
ditches and underpasses. Avoid these areas and do not cross flooded
roads. Water levels of small streams may also rise rapidly. Seek
higher ground if threatened by flood waters.
