* Forecast...rise above flood stage by tomorrow afternoon and continue to rise

  stage by Monday morning.
* Impact...At 18.0 feet...Roadways and low bridges along the river are flooded.

* At  2:45 PM Sunday the stage was 29.2 feet.
* Flood stage is 20.0 feet.
* Moderate flooding is occurring and Moderate flooding is forecast.
* Forecast...The river will continue rising to near 29.3 feet by tomorrow early 
  afternoon. The river will fall below flood stage Thursday morning.
* Impact...At 30.0 feet...Major flooding reaches nearly all of Palmetto State 
  Park with extensive damage to park facilities, signs, fences and roads. Flow 
  is to the slab of the large pavillion building. Livestock in the flood plain 
  below San Marcos to Gonzales are cut off. Lowest sections of the golf course 
  in Luling flood..

* Flood stage is 23.0 feet.
* Moderate flooding is occurring and Major flooding is forecast.
* Forecast...The creek will continue rising to near 26.3 feet by after midnight 
  tomorrow. The creek will fall below flood stage Tuesday early afternoon.
* Impact...At 25.0 feet...Major flooding, flow in Plum Creek is seventy five to 
  one hundred yards wide in most areas with many secondary roads and low bridges
  flooded. Livestock in low areas of the flood plain may be cut off and 
  drowned..

* At  2:45 PM Sunday the stage was 33.7 feet.
* Flood stage is 31.0 feet.
* Minor flooding is occurring and Major flooding is forecast.
* Forecast...The river will continue rising to near 44.4 feet by Tuesday early 
  afternoon then begin falling.
* Impact...At 45.0 feet...Flow reaches the floor of the old power plant and to 
  the slab of the electric plant. Water is several feet deep in the baseball and
  concession buildings in the city park. Flooding is several miles wide in the 
  flood plain just northwest of Gonzales. Flow approaches lower homes in the 
  Tinsley Creek flood plain in Gonzales as the Guadalupe River backs up. Any 
  flow down Tinsley Creek over the backflow can flood homes..

  the Sandies Creek Near Westhoff.
* At  3:15 PM Sunday the stage was 25.5 feet.
* Flood stage is 21.0 feet.
* Major flooding is occurring and Major flooding is forecast.
* Forecast...The creek will continue rising to near 29.0 feet by Tuesday evening
  then begin falling.
* Impact...At 26.5 feet...Sandies Creek is generally three quarters to one mile 
  wide below the headwaters southeast of Seguin to the Guadalupe River 
  confluence near Cuero. The approaches to the Westhoff/Cheapside road bridge 
  are under five to six feet of water and the bridge floor is flooded. Livestock
  are cut off and potentially drowned in the flood plain..

  the Guadalupe River Near Cuero.
* At  3:01 PM Sunday the stage was 26.5 feet.
* Flood stage is 24.0 feet.
* Minor flooding is occurring and Major flooding is forecast.
* Forecast...The river will continue rising to near 44.5 feet by Wednesday 
  evening then begin falling.
* Impact...At 43.0 feet...Disastrous flooding in the west part of Cuero as flow 
  escapes the Guadalupe River into Gholke Creek. Severe flooding can displace 
  homes just west of downtown. Near Thomaston, 10 miles south of Cuero, hundreds
  of homes are flooded to over 10 feet. All roads into Cuero are closed except 
  Highway 87. Hundreds of livestock are cut off and drowned..

.AVIATION...
The outer rain bands of Harvey are approaching the Interstate 35
TAF sites, and should reach AUS/SAT/SSF around 20z this afternoon.
This will usher in SHRA, lowered CIGs to MVFR and around 15 knot
sustained winds with gusts up to 25 knots out of the northeast.
Periods of heavier rain will be possible within more intense regions
of the rain bands. Coverage and intensity of rain should increase as
we head into late Friday evening and into the early morning hours of
Saturday as Harvey continues its northwestward progression, with wind
speeds increasing to around 25 knots sustained with gusts up to
35-40 knots. CIGs are also expected to lower to IFR by around 10z
Saturday morning. Significant rainfall accumulations are expected.

At DRT, VFR conditions are expected to prevail for the entire
forecast period.

UPDATE...
Harvey is slowly moving northwestward in the Gulf of Mexico,
currently as a strong category 2 hurricane, and continuing to
strengthen as it approaches the Texas coastline. This northwestward
movement is expected to continue and Harvey should make landfall
late tonight/Saturday morning. Confidence remains high in a major

addition to some locations closer to the coast experiencing hurricane
force and tropical storm force winds.

At this stage, a life-threatening and catastrophic heavy rainfall
event appears imminent for much of South Central Texas east of
Interstate 35 and Interstate 37. This could lead to significant flash
flooding across these areas. Average storm total rainfall amounts of
10 to 20 inches are expected east of Interstate 35 and Interstate
37 today through Tuesday. Isolated higher amounts in excess of
25 inches are possible near and south of the Interstate 10 corridor.

For the Interstate 35 corridor and the eastern Hill Country, including
the cities of San Antonio and Austin 6 to 12 inches are forecast with
isolated higher amounts.

Harvey is expected to stall or move very slowly over the area. With
these forecasted rainfall amounts catastrophic river flooding is also
very likely east of Interstate 35 and south of Interstate 10 in the
Colorado, Guadalupe, and San Antonio river basins.

Additionally, hurricane force winds of 70 to 80 mph will be possible
for the counties within the Hurricane Warning. 40 to 50 mph winds with
some gusts to 60 mph, in the tropical rain bands, will be possible for
areas within the Tropical Storm Warning including San Antonio and San
Marcos. The Austin area could see winds of 20 to 30 mph with gusts to
40mph within rain bands. The timing of these winds look to arrive
as early as Friday afternoon through Saturday morning. There is a low
risk of brief tornadoes east of Interstate 35 and south of Interstate
10 Friday evening into the weekend associated with tropical rain bands.

..Happening now and future forecast through this evening...
Current radar images show rain bands already affecting the middle to
northern part of Texas coast. These rain bands are expected to
produce heavy rain across the coastal plains and southeast counties
this afternoon before tropical storm force winds arrive late this
afternoon or early evening to the middle Texas coast. These rain
bands could produce isolated and quick tornadoes as they move inland
across the southeast part of South Central Texas.

Weather conditions will deteriorate late tonight into Saturday as
Harvey makes landfall. A long period of Heavy rain is expected across
South Central Texas late tonight through early next week. This is a
a life-threatening and catastrophic heavy rainfall event, especially
for areas east of Interstate 35 and Interstate 37.

Additional important notes:
a) Small shifts in the forecast track of Harvey and where it stalls
this weekend could result in very large differences in rainfall
totals.
b) Catastrophic mainstem river flooding lasting many days is
possible east of I-35 and I-37 in the Colorado, Guadalupe, and San
Antonio river basins.
c) Tropical Storm Force winds arriving as early
as of this afternoon in rain bands.
d) 70-80 mph winds are expected for counties in the Hurricane Warning.
f) Large trees could be snapped, power lines downed, and damage
to homes could occur. Power and communication outages are likely.
e) 40-50 mph winds are expected within the area now under
a Tropical Storm Warning with gusts to 60 mph in rain bands.
This includes San Antonio to San Marcos areas. Damage to
trees and power lines are possible, leading to scattered power
outages.
g) For Austin 20-30 mph with gusts in excess of 40 mph in rain
bands.
h) There is a marginal risk for tornadoes east of a I-35 and I-37
this afternoon through Saturday. These small tornadoes are typically
very fast moving and short-lived.

.DAY ONE...Today And Tonight.

Hurricane Harvey will approach the middle Texas coast today and
make landfall along the middle Texas coast late tonight or early
Saturday morning.

A Hurricane Warning is in effect for 70 to 80 mph winds across
Karnes and Dewitt Counties. A Tropical Storm Warning is in effect
for winds of 40 to 50 mph across Atascosa, Bastrop, Bexar,
Caldwell, Fayette, Gonzales, Guadalupe, Lavaca, and Wilson.

A Flash Flood Watch is in effect from this afternoon through
Monday morning across counties along and east of a line from
Georgetown to Comfort to Jourdanton.

There is a low risk of brief tornadoes east of I-35 and south of
I-10 this evening into tonight associated with tropical rain
bands.

.DAYS TWO THROUGH SEVEN...Saturday through Thursday.

Hurricane Harvey will stall or move very slowly over eastern
parts of South Central Texas or near the Texas coastal areas.

A Hurricane Warning is in effect for 70 to 80 mph winds across
Karnes and Dewitt Counties. A Tropical Storm Warning is in effect
for winds of 40 to 50 mph across Atascosa, Bastrop, Bexar,
Caldwell, Fayette, Gonzales, Guadalupe, Lavaca, and Wilson.

A Flash Flood Watch is in effect from this afternoon through
Monday morning across areas along and east of a line from
Georgetown to Comfort to Jourdanton. At this stage, life-
threatening rainfall and flash flooding appears imminent for much
of South Central Texas, specifically from San Antonio and areas
south and east of the I-37 and I-10 corridors. Storm total
rainfall amounts from today through Tuesday could be in the 10 to
20 inch range along and east of I-35 with isolated totals in
excess of 25 inches possible. Devastating river flooding is also
very likely east of Interstate 35 and south of Interstate 10.
This includes the cities of Austin and San Antonio. Devastating
flood impacts are expected to last many days along mainstem rivers
east of I-35 and south of I-10.

There is a low risk of brief tornadoes east of I-35 and south of
I-10 this weekend associated with tropical rain bands.
