PRECAUTIONARY/PREPAREDNESS ACTIONS...

All persons with interests along the river should monitor 
the latest forecasts, and be prepared to take necessary 
precautions to protect life and property. 

River stage forecasts are based on observed rainfall along with 
predicted rain for the next 12 hours. If actual rainfall varies 
from forecast values, forecast river stages will vary. 

Do not drive automobiles through flooded areas. Remember, 18 inches 
of water or less can carry away most vehicles, including trucks.

* Impact...At 39.0 feet...Water is well into the floodplain. No impacts to roads
  or structures. Cattle and farm equipment should have been removed from the 
  floodplain or face the threat of being cut off or lost. .

VFR conditions prevail this morning. As Harvey approaches the middle
Texas Coast today, bands of SHRA/TSRA and high end MVFR/low end VFR
CIGs will spread across our area later this morning through evening.
As Harvey makes landfall later tonight into early Saturday morning,
conditions deteriorate with CIGs falling to IFR and VSBYs to MVFR/IFR
in SHRA/TSRA. The greatest impacts will be at the I-35 TAF sites of
KAUS, KSAT, KSSF. N to NE winds less than 10 KTs increase to 8 to 18
KTs with gusts to 30 KTs later this morning through afternoon, then
increase to 17 to 27 KTs with gusts to 40 KTs tonight into early
morning.

..Devastating mainstem river flooding is expected east of I-35 over
the weekend and early next week...

SHORT TERM (Today through Sunday)...

Bottom Line Upfront - Key Messaging Points:

1) A life-threatening flash and river flooding event is expected
across inland portions of South-Central Texas.
2) Average rainfall amounts of 10 to 20 inches are expected along
and east of I-35 starting tonight through Tuesday. This potentially
includes the cities of San Antonio and Austin.
3) Isolated higher amounts in excess of 25 inches are possible near
the Highway 77 and I-10 corridors in the coastal plains.
4) A tight rainfall gradient is expected on the western and northern
edge of the precipitation shield, potentially along the I-35
corridor. Small shifts in the forecast track of Harvey and where it
stalls this weekend could result in large differences in rainfall
totals.
5) 70 to 80 mph wind speeds are expected across the Hurricane
Warning area. Expect large trees to be snapped, power lines downed,
and damage to homes could occur. Power and communication outages
likely.
6) 40 to 50 mph winds are expected across the Tropical Storm
Warning area. Damage to trees and power lines is possible, leading to

Discussion...

Weak subsidence ahead of Hurricane Harvey continues to keep South
Central Texas free of convection tonight. However, showers and
thunderstorms associated with the outermost rainbands of Harvey are
beginning to move onto the middle Texas Gulf Coast. These rainbands
should move into our southern and southeastern-most counties later
this morning, with most hi-res models showing this activity will
gradually dissipate. However, weak isentropic ascent on the northeast
side of Harvey may be able to maintain the strength of this convective
activity a bit further inland than predicted into the I-10 corridor,
but still east of the I-35 corridor. Additional rainbands should help
expand the area of scattered to widespread showers and thunderstorms
further west towards the Interstate 35 corridor by mid-afternoon.
However, locally heavy downpours should generally remain south of I-10
east of the I-35 corridor until expanding north and west of these areas
Friday evening into the overnight hours on Saturday. Heavy rain impacts
will increase substantially going into Saturday morning and increase
through the day.

Regardless of the exact location and intensity of Harvey at
landfall somewhere along the middle Texas Gulf Coast, confidence
remains high that Harvey will slow down as it moves inland on
Saturday morning and eventually stalls later on Saturday into Sunday.
There continues to be uncertainty in exactly where Harvey will
stall, but the current NHC forecast has it stalling around Goliad
County Saturday evening into Sunday before drifting southeast Monday.
Continued regeneration of rainbands east and south of Harvey's
center over the Gulf will wrap around the circulation into the
Coastal Plains and into the Interstate 35 corridor where terrain
may provide additional lift despite northeast surface flow. Therefore,
our forecast of average rainfall amounts of 10-20 inches along and east
of the I-35 corridor still seems reasonable. Isolated rainfall amounts
in excess of 25 inches will be possible primarily east of I-35 and south
of I-10. We may see these higher values into the I-35 corridor even north
of I-10 if convective bands move northwest perpendicular to the
terrain change along the Escarpment on the I-35 corridor, but chances
would be lower with the current forecast track. Nevertheless, this
possibility along with a slight westward expansion of 6-10 inch
rainfall amounts in some models has caused us to expand the Flash Flood
Watch to include Kendall and Blanco Counties. The uncertainty in rainfall
totals in this area into the I-35 corridor remains large as there will
likely be a sharp gradient along the northern and western fringes of
Harvey's rain shield. The watch is currently set to expire on Monday morning,
but this may need to be expanded in time depending on when Harvey finally
begins to track further east.

It should again be restated that the western and northern edge of
precipitation will be difficult to predict along with the location of
individual training bands. The best case scenario for Austin and San Antonio
metro areas is that they are just of the western precipitation edge
and receive as little as 2-4 inches. The worst case scenario could
equate to 15-20 inches of rainfall due to the exact track and location
of individual bands. Confidence is high in that there will be
significant rainfall particularly over our southeast counties, but the
confidence is low on just exactly where the western and northern cut-off
will be. Stay tuned as hi-res models attempt to help resolve this boundary.

LONG TERM (Monday through next Thursday)...

Main highlight continues to focus on Harvey even into early next
week as it remains nearly stationary over the mid-Texas coast.
Significant impacts could be ongoing from river and flash flooding
from over the prior weekend of expected heavy rainfall and the
continued rain expectation Monday and Tuesday could further
exacerbate flooding issues, especially across the coastal plains.
Experimental water modeling suggests widespread moderate to major
river flooding across portions of the coastal Plains during this
time-frame. Given the expected rainfall totals, these indications
seems quite reasonable. While wind hazards will be much lower by
Monday/Tuesday, the heavy rain threat for areas along and east of I-
35 will remain with only slowly diminishing rain rates and amounts
by late Tuesday. Finally, the system will shift slowly eastward by
Wednesday away from south-central Texas.

Overall model envelope is in good agreement that tropical cyclone
Harvey will move inland across south-central TX and then stall
Saturday. By early next week it will only drift back southeast over
the coast per weak steering currents and blocking high pressure
systems over the western CONUS and the eastern Gulf of Mexico. Have
maintained elevated rain chances along and east of I-35/37 through at
least Monday with slow tapering chances Tuesday and then reducing to
20% or less by Wednesday. Despite the rainfall ending, already
ongoing river flooding will likely persist across the coastal plains
and perhaps across the I-35/37 corridor if Harvey's center is able to
move inland farther or stall longer.

By Thursday, the likely post-tropical cyclone Harvey will slowly
pull away to the north and east as a weak longwave trough pushes
across the Ohio River Valley. It is possible that the remnants move
out slower and the continuation of low-end rain chances might need
to be increased into Thursday for I-35 and coastal plain areas.

This Hazardous Weather Outlook is for South-Central Texas..

.DAY ONE...Today And Tonight.

Hurricane Harvey will approach the middle Texas coast today and
make landfall along the middle Texas coast late tonight or early
Saturday morning.

A Hurricane Warning is in effect for 70 to 80 mph winds across
Karnes and Dewitt Counties. A Tropical Storm Warning is in effect
for winds of 40 to 50 mph across Atascosa, Bastrop, Bexar,
Caldwell, Fayette, Gonzales, Guadalupe, Lavaca, and Wilson.

A Flash Flood Watch is in effect from this afternoon through
Monday morning across counties along and east of a line from
Georgetown to Comfort to Jourdanton.

There is a low risk of brief tornadoes east of I-35 and south of
I-10 this evening into tonight associated with tropical rain
bands.

.DAYS TWO THROUGH SEVEN...Saturday through Thursday.

Hurricane Harvey will stall or move very slowly over eastern
parts of South Central Texas or near the Texas coastal areas.

A Hurricane Warning is in effect for 70 to 80 mph winds across
Karnes and Dewitt Counties. A Tropical Storm Warning is in effect
for winds of 40 to 50 mph across Atascosa, Bastrop, Bexar,
Caldwell, Fayette, Gonzales, Guadalupe, Lavaca, and Wilson.

A Flash Flood Watch is in effect from this afternoon through
Monday morning across areas along and east of a line from
Georgetown to Comfort to Jourdanton. At this stage, life-
threatening rainfall and flash flooding appears imminent for much
of South Central Texas, specifically from San Antonio and areas
south and east of the I-37 and I-10 corridors. Storm total
rainfall amounts from today through Tuesday could be in the 10 to
20 inch range along and east of I-35 with isolated totals in
excess of 25 inches possible. Devastating river flooding is also
very likely east of Interstate 35 and south of Interstate 10.
This includes the cities of Austin and San Antonio. Devastating
flood impacts are expected to last many days along mainstem rivers
east of I-35 and south of I-10.

There is a low risk of brief tornadoes east of I-35 and south of
I-10 this weekend associated with tropical rain bands.
