The National Weather Service in Austin San Antonio has issued a

* Flash Flood Warning for...
  Kinney County in south central Texas...
  Western Edwards County in south central Texas...
  Eastern Val Verde County in south central Texas...

* Until 1015 PM CDT

* At 640 PM CDT, Doppler radar indicated numerous thunderstorms 
  producing heavy rain west of a Rocksprings to Brackettville line 
  and east of a Juno to Del Rio and Rio Grande line. Up to three 
  inches of rain have already fallen. Flash flooding is expected in 
  the warned area. This will impact the Devils and West Nueces River 
  basins and Sycamore Creek. Federal highways 90, 277, and 377 will 
  impacted as will FM 2528 and 3008. 

* Some locations that will experience flooding include...
  Del Rio, Brackettville, Spofford, Loma Alta, Juno, Amistad Village,
  Laughlin AFB, Amanda, Lake View, Flour Mills, Val Verde Park,
  Anacacho, Alamo Village, Standart, Carta Valley, Cienegas Terrace,
  Devils Shores, Pafford Crossing, Bakers Crossing and Kickapoo
  Cavern State Park.

Additional rainfall amounts of 1 to 4 inches are possible in the 
warned area.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, country roads, farmland, and other low lying
spots.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate route.

Flooding is occurring or is imminent. It is important to know where
you are relative to streams, rivers, or creeks which can become
killers in heavy rains. Campers and hikers should avoid streams or
creeks.

...THE FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 1015 PM CDT FOR
KINNEY...WESTERN EDWARDS AND EASTERN VAL VERDE COUNTIES...

At 906 PM CDT, Doppler radar indicated very isolated thunderstorms 
producing heavy rain across the warned area. Up to four inches of 
rain have already fallen. Flash flooding is expected to begin 
shortly.

Some locations that will experience flooding include...
Del Rio, Brackettville, Spofford, Loma Alta, Juno, Amistad Village,
Laughlin AFB, Amanda, Lake View, Flour Mills, Val Verde Park,
Anacacho, Alamo Village, Standart, Carta Valley, Cienegas Terrace,
Devils Shores, Pafford Crossing, Bakers Crossing and Kickapoo Cavern
State Park.

VAL VERDE COUNTIES WILL EXPIRE AT 1015 PM CDT...

Except for a small thunderstorm moving rapidly to the east from Juno 
to Rocksprings, the heavy rain has ended. Flash flooding is no 
longer expected to pose a threat. Please continue to heed any 
remaining road closures.
