The local office's own words before this river flood warning went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.
NWS Kansas City, MO wrote its last area forecast discussion before this river flood warning went out at Apr 3, 6:06 PM CDT, 2 hours 58 minutes earlier.
Area forecast discussion, Apr 3, 6:06 PM CDT, 2 hours 58 minutes before
AREA FORECAST DISCUSSION National Weather Service Kansas City/Pleasant Hill MO 606 PM CDT Mon Apr 3 2017 .Discussion... Issued at 300 PM CDT MON APR 3 2017 The main issue with this forecast is the intense storm system that will track through the region from Tuesday night through Wednesday. Models show a classic PV anomaly moving east out of the Rockies Tuesday evening into Wednesday. This induces a strong surface cyclone that tracks roughly along the I-44 corridor. If this were any time from December through mid-March, this would be the recipe for a significant snow storm and perhaps a blizzard. But with it being April, with warm air in place, this system will basically have to produce it's own cold air to come close to producing snowfall. Given how dynamic this system is, with intense lift associated with it, there will be a chance for some snow to work it's way to the surface. Forecast soundings show the surface temperatures remaining above freezing, but wetbulb zero temperatures down to around 500 to 1000 feet. So think it's feasible that some heavy wet snowflakes make it to the surface across northeastern KS into northeastern MO. Models, particularly the NAM, produce a narrow swath of snow from northeastern KS through northeastern MO. This is probably overdone, given the lack of ambient cold air available. But as already mentioned, wouldn't be surprised if snow reaches the surface where the most intense lift/dynamic cooling occurs. The other aspect of this system will be the very strong winds. Forecast soundings show very strong winds just aloft and at the surface show a pressure gradient magnitude ranging from 50 to 75 ubars/km. This suggest we could easily see sustained winds of 25 to 35 mph and with winds at the base of the shallow mixed layer near 50 to 60 kts, gusts in the 40 to 50 mph range Wednesday morning. Once this storm system exits the area, conditions start to dry out. While temperatures may be slow to recover on Thursday, with the area still under the influence of the cyclonic curvature with the departing storm system, by Friday and into the weekend, ridging will build into the area allowing for a nice warming trend. By Saturday into Sunday, temperatures will warm into the 70s ahead of the next storm system which may affect the area Sunday night into Monday. && .Aviation...(For the 00Z TAFS through 00Z Tuesday Evening) Issued at 602 PM CDT MON APR 3 2017 Lingering MVFR stratus deck will clear east of the terminals just before sunset with a brief period of clearing sky conditions expected until late tonight. At that time, a subsequent MVFR stratus layer will fill over the area as winds slowly begin to veer. Precip chances will commence Tuesday morning, but will remain relatively scattered until Tuesday evening, just beyond the forecast period. Winds will continue to veer and increase by the end of the period, ultimately becoming northeasterly with time. && .EAX WATCHES/WARNINGS/ADVISORIES... KS...NONE.
