.SYNOPSIS...
A significant winter storm will unfold across western and north-
central New York starting tonight and lasting into the middle of the
week. Expect a widespread snowfall of several inches across the
entire forecast area tonight that will evolve into a significant
lake effect event that will bring heavy snows to areas east of Lake
Erie and Lake Ontario on Christmas Day. Snows will gradually diminish
by Wednesday, however bitterly cold temperatures are expected to
persist through the week as Arctic air settles across the region.

.NEAR TERM /THROUGH MONDAY/...
It remains quiet across western and north-central New York this
afternoon, as high pressure continues to slide off to our east. This
break in the weather will be short-lived however, as snow will be
developing across far western New York this evening and spreading
eastward across the entire forecast area tonight, as a deepening low
pressure system currently developing over the upper Ohio valley
tracks across the Niagara Frontier tonight, before continuing on to
the St. Lawrence valley by Christmas morning.
While snow will be a little slow to develop this evening, owing to
southeasterly downsloping flow ahead of the low, most of western New
York should be seeing a steady light to moderate snowfall developing
by late evening, as moisture deepens and isentropic uplift
strengthens across the region. These mechanisms should generate a
general 2 to 4 inches across the entire forecast area by the time
the low gets to the St. Lawrence valley Monday morning. It is around
this time, however, that weather will significantly deteriorate
across portions of the forecast area...
As mentioned above, the low pressure system will be in the process
of undergoing rapid intensification as it moves across western New
York and Lake Ontario tonight, thanks to very strong dynamics and
baroclinicity that will be working in its favour. The rapidly
strengthening pressure gradient, coupled with strong cold advection
in the wake of the passing low will result in strong winds
developing across western New York late tonight into early Christmas
morning. Winds will gust in the 40 to 50 mph range through a good
portion of the day on Monday, resulting in blowing and drifting of
the recently fallen snow.
The strong westerly winds and falling temperatures in the wake of
the departing low will also result in the development of lake effect
snows downwind of both lakes starting Christmas morning, rapidly on
the heels of the departing low. With 850mb temps plunging to -15C on
strong westerly winds Monday, equilibrium levels will shoot up to
15kft, resulting in significant lake snows developing east of the
lakes. Off of Lake Erie, the focus will be from the Southtowns south
to the PA border, where 4-8 inches will be likely, with highest
amounts focusing in along the Chautauqua Ridge and the Boston Hills.
Lake effect will be a little slower to evolve on Lake Ontario, by a
few hours, however by the afternoon, the lake machine should be
swinging into full force. The bulk of the lake effect snow, 5-10
inches, is expected to fall across Oswego, southern/central Lewis,
and far southern Jefferson counties, with highest amounts on the Tug
Hill.

.SHORT TERM /MONDAY NIGHT THROUGH WEDNESDAY/...
Main concern for the short term period will be heavy lake effect
snow.
Lake effect snow will be ongoing as we start Monday night. Deep
moisture will be in place with extreme over-lake instability as
arctic air continues to surge across the lower Great Lakes. Lake
induced equilibrium levels remaining above 10k feet will
certainly be high enough to support snowfall rates of 2 to 3
inches an hour off both lakes. Higher rates will be possible
over the Tug Hill where the band will briefly intensify ahead of
an approaching arctic frontal boundary. Winds will also become
aligned so that a multiple lake upstream connection will become
established for the Lake Ontario lake effect.
The snowfall forecast gets a bit trickier Tuesday into Wednesday.
Certainly lake effect bands will be continuing east of both lakes.
Snowfall rates will likely diminish as depth of moisture decreases
considerably, but lake induced capes remain above 500 j/kg and
inversion height remain above 8K feet. 850 mb temperatures will
remain sub -20C which will produce smaller dendrites and might not
be able to accumulate as efficiently. Elsewhere, it will be
partly cloudy with nothing more than passing flurries.
Temperatures on Tuesday will remain in the teens. The normal max
temps for this time of year are close to freezing.
While thermal troughing over the Great Lakes will continue to aid in
the lake effect snows on Wednesday, some ridging in the low and mid
levels will start to weaken the impressive lake bands. This should
cut the snowfall rates at least in half with daytime accumulations
likely remaining under six inches. Otherwise, it will be another
partly cloudy and very cold day with max temps generally ranging
from 10 to 15f. Single digit readings are expected across the North
country.

.LONG TERM /WEDNESDAY NIGHT THROUGH SUNDAY/...
Thursday through Thursday night...large arctic high pressure
will expand southeastward across our region...along with drier
air and diminishing winds. This will result in the lake snows
weakening and deteriorating into some remnant localized "tea
kettle" activity along the lakeshores.
Friday...a strong upper level low will approach the region, however
there will only be a weak surface reflection with this system
transferring most of its energy to a coastal low. This will move
across the region Friday night into Saturday, resulting in a general
light synoptic snow with possibly some lake enhancement.
Temperatures will remain well below normal throughout the period.
Highs will only be in the teens in most areas, with temperatures
struggling to climb out of the single digits in the North Country.
Meanwhile nightly lows will be in the single digits south of Lake
Ontario. With better radiational cooling in place, lows will range
from zero to fifteen below across the North Country.

.AVIATION /21Z SUNDAY THROUGH FRIDAY/...
VFR conditions this afternoon will give way to IFR conditions
spreading from west to east across the forecast area tonight, as low
pressure moves into the area, resulting in the development of
widespread snow. Widespread snow and IFR conditions will improve to
MVFR after 12Z at some sites, including KBUF/KIAG/KART, though
strong westerly winds gusting as high as 35kt will continue to
present issues with blowing/drifting snow.
Strong westerly winds and cold temperatures will result in the
development of lake effect snows east of the lakes on Christmas Day,
resulting in prevailing IFR conditions at KJHW, with periods of LIFR
conditions likely. Bands should largely remain just south of KART,
though blowing snow may still present IFR issues at times.
Outlook...
Monday...Widespread snow/IFR conditions
ending...followed by areas of lake effect snow and LIFR/IFR east of
the lakes.
Monday Night through Wednesday...Areas of lake effect snow and
LIFR/IFR east of the lakes, otherwise MVFR to VFR.

A rapidly developing area of low pressure will track across western
New York and to the St. Lawrence valley tonight. Freshening easterly
winds will rapidly back to the west and strengthen to gale force
late tonight into Christmas morning. Gale warnings are currently in
place for both lakes through Monday night. At that point, winds will
diminish below gale force, but with continued cold advection and
high pressure to our west, expect brisk winds and small craft
advisory conditions to persist at least into the middle of the week.

.TIDES/COASTAL FLOODING...
A period of strong west winds is expected across Lake Ontario
from Monday afternoon through early Tuesday morning...resulting
in high wave action. This will in turn lead to the threat of
shoreline erosion at the eastern and southeastern ends of the
lake...particularly in areas where the shoreline is still
unstable following the previous high water levels from earlier
in the year.
