Flood Warning for the following rivers in North Carolina...

  Little River At Manchester affecting Cumberland County
  
Hurricane Matthew is expected to produce 4 to 6 inches of rain
over the area Saturday through Sunday morning. The river is above
normal from last week's record major flooding, and the ground is 
being saturated by light rain ahead of Matthew today. The additional
rain from Matthew will cause the river to rise above flood stage as
early as Sunday morning and potentially crest above moderate flood
stage on Monday.

   following rivers in North Carolina...
  
   Little River At Manchester affecting Cumberland County

The Little River has begun to rise rapidly this morning and will reach
flood stage of 18 feet early this afternoon. Additional rainfall of up
to six inches is expected today, and the river is expected to reach major
flood stage of 27 feet early tonight. The river will crest near 31 feet
around mid day Sunday. This is very near the all time record (31.2 feet)
set just last week. Manchester Road and Fort Bragg Boulevard will be closed. 
Make preparations now.

  the Lower Little River At Manchester.
* At  2:15 AM Thursday the stage was 17.6 feet.
* Flood stage is 18.0 feet.
* fell below flood stage at 11:35 PM Wednesday.
* Forecast...The river will continue to fall, to around 15.0 feet by Friday
  morning.
* Impact...At 18.0 feet, Flood stage. Minor flood problems begin in 
  Fort Bragg near the water treatment plant.

.SYNOPSIS...
High pressure will extend across the Middle Atlantic
states ahead of Hurricane Matthew, which will track along or just
off the Southeast U.S. coast through Saturday. A cold front will
cross our region Saturday night and consequently steer Matthew east
and away from the NC coast through the rest of the weekend.

.NEAR TERM /THROUGH TONIGHT/...
As of 355 AM Friday...

1027 mb, cP surface high pressure remains centered along the New
England coast this morning, with the associated ridge axis
expected to continue to extend SWWD through the central and WRN
Carolinas through tonight, as it becomes reinforced by periods of
rain and drizzle and consequent strengthening of a stable CAD regime
over the Piedmont. There, very little diurnal change in
temperatures, in the 60s, will occur through tonight. Meanwhile, a
coastal front has retreated WWD into ERN NC; and this boundary and
associated warming temperatures (via advection) will pivot into the
I-95 corridor today.

The aforementioned periods of rain will be driven by deep ELY low
level flow and associated warm advection and moisture transport
off the Atlantic, into and across the retreating coastal front,
and well ahead of approaching Hurricane Matthew. Rainfall amounts
this morning in central NC have thus far averaged just a few
hundredths of an inch per hour, but these rain rates will likely
increase today as weak (mostly) elevated instability develops
amidst the aforementioned WAA regime, and particularly late
tonight-early Sat, when the outer bands of the rain associated
with Matthew --heavy at times-- begin to edge NWD into the SRN
half of central NC. Resultant basin average rain amounts through
tonight, on the order of one half to one and a half inches, will set
the stage for subsequent rain, heavy at times, and flood potential
described in the short term discussion.

.SHORT TERM /SATURDAY THROUGH SUNDAY NIGHT/...
As of 200 am Friday...

...Flash Flood Watch for our southern and eastern counties tonight
(Friday night) through Sunday...

Models have been more robust with their QPF for our southern and
eastern counties, partly due to a slight northward trend before
Matthew makes the turn east and out to sea Sunday. However, we had
already accounted for this in the previous forecasts with our QPF of
4 to 9 inches mentioned in the Watch area. The highest totals should
be over the Cumberland, Sampson, and Wayne counties in the SE, closer
to the track of the storm. The main concern is that a few inches of
rain will fall today through Saturday saturating the ground, then
rainfall rates with the outer bands with Matthew may increase enough
to produce "flash" flooding in the watch area. We have a
coordination call at 215 am with surrounding offices to finalize
these amounts and will reserve the right to add counties northward
if needed after that call.

In addition, winds will depend on the latest track forecast and
collaboration with others as well. There probably will not be a
lot of chance given the latest data and guidance viewed thus far.
Expect 20-30 mph winds with gusts to near 40 mph over much of our
region, with gusts possibly as high as near 50 in the SE associated
with the bands upon closest approach of Matthew before turning east.

.LONG TERM /MONDAY THROUGH THURSDAY/...
As of 330 AM Friday...

Mid level ridging will build over the region in the wake of Matthew
early next week, while surface high pressure is expected to
initially extend into the area from the north. This will result in
sunny/mostly sunny skies with slightly below normal temps for Monday
(upper 60s to lower 70s).

Surface high pressure is expected to move off the Northeast U.S.
coast on Monday night into Tuesday. This will result in a slowly
modifying airmass, though and increase in cloud cover is expected as
low level winds take on more of a easterly component Tuesday into
Wednesday.

Mid level ridging will give way to an approaching trough mid to late
week, though any associated cold front will hold to the west of the
area through the forecast period.

Thus, dry weather is expected to continue mid to late week, with a
warming trend. High temps are expected to range from near 70 to the
lower 70s on Tuesday to the mid to upper 70s by Thursday. Lows are
expected to follow a similar trend, ranging from the upper 40s to
generally lower 50s on Tuesday morning to the mid to upper 50s/near
60 by Thursday morning.

.AVIATION /12Z FRIDAY THROUGH TUESDAY/...
As of 740 AM Friday...

LIFR-IFR conditions, periods of rain and drizzle, and a breezy
northeasterly wind will continue through the TAF period. Ceilings
may rise on the order of 500-1000 ft from current heights --into
MVFR range-- during the midday to mid-afternoon hours at
RWI/FAY/RDU, while ceilings at INT/GSO are apt to remain below 1000
ft.

Outlook: IFR/MVFR ceilings, heavy rain, and strong winds will be
possible through Sat night, as Hurricane Matthew approaches from
the south. Continental polar (cool and dry) high pressure will
follow and result in VFR conditions through early next week.

.HYDROLOGY...
As of 355 PM Thursday...

Trends on hydrographs in the Sandhills and Southern Coastal Plain
are all falling, but still on the high side of normal from last
week's significant rain event. In addition, deep soil moisture
remains quite high. As such, runoff from widespread significant rain
on the magnitude of what is expected from Hurricane Matthew (4 to 7+
inches) would likely result in flooding on numerous streams and even
major rivers. The larger rivers which could reach flood stage
include the lower Cape Fear, Neuse, Black, and possibly the Tar. Of
particular concern would be the Little River, which runs across
northern Cumberland county, as this river recorded an all time high
stage during major flooding last week. Another concern will be the
potential for localized flash flooding from dam failures or
breaches, as a number of dams in Hoke, Cumberland and southern
Harnett county remain vulnerable due to weakened structures and high
water levels.
