PRECAUTIONARY/PREPAREDNESS ACTIONS...

Forecast crests are based upon rainfall that has occurred along with 
anticipated rain for the next 12 hours. Adjustments to the forecasts 
will be made if additional heavy rainfall occurs.

Do not drive cars through flooded areas. Remember, two feet of 
rushing water can carry away most vehicles including pickups.  Turn 
around and don't drown!

A followup product will be issued later. Stay tuned to NOAA Weather 
Radio, local tv and radio stations...or your cable provider, for the 
latest information. The latest graphical hydrologic information can

* At  8:00 PM Tuesday the stage was 47.9 feet.
* Flood stage is 48.0 feet.
* Forecast...The river is expected to rise to near flood stage after 
  midnight.
* Impact...At 48.0 feet...Access roads will be inundated and 
  evacuation of all river islands must be complete. Protection of 
  people and property in the river bottom land on the river side of 
  the levees must be complete.

THERE IS AN 18 F RADIATION INVERSION IN THE FIRST 500 FT THIS
MORNING THAT HAS ALLOWED PATCHY FOG TO DEVELOP. JUST ENOUGH CLOUD
COVER ACROSS THE AREA IS KEEPING THE FOG FROM GETTING VERY DENSE
OR WIDESPREAD AND THE FOG WILL MIX OUT QUICKLY THIS MORNING.
THERE IS ANOTHER ELEVATED INVERSION AT 850 MB AND AN ISOTHERMAL
LAYER AROUND 700 MB. A SCATTERED TO BROKEN CLOUD DECK IS IN THE
2300 TO 4000 FT LAYER. ABOVE THE SFC WINDS ARE SOUTHWEST AND
BECOME WEST BY 500 MB. PEAK WIND IS 75 KTS AT 175 MB.

TEMPS WARMING BACK INTO THE 50S AND THE FOG IS RIGHT ON QUE.
ALTHOUGH VERY PATCHY BUT STILL DENSE IN A FEW LOCATIONS THIS
MORNING. CLOUDS ARE DEVELOPING SOMEWHAT ACROSS THE AREA AT AROUND
2K TO 3500 FT. THIS IS HELPING TO KEEP SOME HEAT TRAPPED AND NOT
ALLOWING FOG TO DEVELOP VERY WELL AREA WIDE. WILL STILL KEEP AN
ADVISORY IN MIND IF CLOUDS BEGIN TO CLEAR OUT BEFORE SUNRISE. THIS
SHOULD REPEAT ITSELF AGAIN TONIGHT AND THU MORNING. THE NEXT COLD
FRONT WILL BE MOVING THROUGH SUNDAY. THE COLD FRONT ALONG WITH SH/TS
SHOULD BEGIN TO MOVE INTO THE WESTERN MOST PORTION OF THE AREA
NEAR BTR BY 10AM SUN AND TRANSIT THOUGH TO NEW ORLEANS BY ~6PM SUN
AND FINALLY INTO ALABAMA BY ~9PM SUN...FAIRLY FAST PACE. EVERYONE
SHOULD SEE SOME RAINFALL WITH THIS SYSTEM AND EVEN A FEW TS. BUT
THE STRONGEST ACTIVITY IS STILL SHOWING UP WITH THE STRONGEST
300MB JET PULSE JUST NORTH OF THE AREA. NOT A TREMENDOUS COOL DOWN
BEHIND THE FRONT BUT YOU WILL FEEL IT AS TEMPS DROP WITHIN A 20
MILE DISTANCE FROM AROUND 70 TO AROUND 60.

LONG TERM...
THE COOL DRY WEATHER WILL ONLY LAST THROUGH MONDAY. BY
TUE...RETURN FLOW WILL BEGIN TO BRING MOISTURE AND WARMTH BACK. A
CHANCE OF SHOWERS WILL SHOW UP ONCE AGAIN TUE NIGHT INTO WED AS
ANOTHER COLD FRONT MOVES THROUGH AT A FAST PACE LIKE THE WEEKEND

RANGE AT THE TERMINALS THROUGH AROUND 13-14Z THIS MORNING.  AFTER
14Z...THE INVERSION WILL BEGIN TO MIX OUT...AND A RETURN TO VFR
CONDITIONS IS EXPECTED BY 15Z AT ALL OF THE TERMINALS. THESE VFR
CONDITIONS SHOULD PERSIST THROUGH AROUND 06Z TONIGHT.
HOWEVER...ANOTHER INVERSION IS EXPECTED TO FORM AFTER 06Z...AND
ANOTHER ROUND OF FOG AND LOW CEILINGS SHOULD FORM OVER MOST OF THE

PRESSURE CURRENTLY PARKED OVER THE REGION WILL BEGIN TO SHIFT TOWARD
THE EASTERN SEABOARD.  A GENERAL ONSHORE FLOW OF 5 TO 10 KNOTS
SHOULD DEVELOP TOMORROW AND THEN GRADUALLY INCREASE TO 10 TO 15
KNOTS BY FRIDAY.  THIS INCREASE IN WINDS IS IN RESPONSE TO A
