RAINFALL RESULTING IN LIFE-THREATENING FLASH FLOODING. AS A
RESULT...A FLASH FLOOD WATCH IS IN EFFECT FOR ZAPATA...JIM HOGG
AND STARR COUNTIES TODAY. THIS DANGER IS PARTICULARLY SIGNIFICANT
