  THE COUNTY...WITH POCKETS OF MODERATE RAIN EXTENDING FROM ALGOA
  AND SANTA FE TO GALVESTON ISLAND. RAINFALL RATES IN THE HEAVIEST
  SHOWERS ARE NEAR AN INCH PER HOUR.

* FLOODING IS EXPECTED IN OR NEAR...
