CHESTER COUNTY IN SOUTHEAST PENNSYLVANIA * UNTIL 800 AM EST. * AT 604 AM EST...WEATHER SERVICE RADAR INDICATED UP TO 3 INCHES OF RAIN HAS FALLEN OVER THE VALLEY CREEK WATERSHED SINCE MIDNIGHT MORE RAIN ON THE WAY. FLOODING OF THE VALLEY CREEK AND ITS SMALL TRIBUTARIES CAN BE EXPECTED THIS MORNING. A FLASH FLOOD WARNING MEANS THAT FLOODING IS OCCURRING OR IS IMMINENT.
