RAINFALL ACROSS RUTLAND AND WINDSOR COUNTIES OF SOUTH CENTRAL 
VERMONT EARLY THIS AFTERNOON. SPOTTERS HAVE REPORTED STREAMS AND 
RIVERS AT OR NEAR BANKFULL...WITH PONDING OF WATER IN YARDS AND 
FIELDS.
