ACROSS RUTLAND AND WINDSOR COUNTIES OF SOUTH CENTRAL VERMONT THIS MORNING.  
SPOTTERS HAVE REPORTED SMALL STREAMS AND CREEKS AT OR APPROACHING 
BANKFULL...WITH LOCAL PONDING IN YARDS AND FIELDS.
