  AT 710 PM MDT...DOPPLER RADAR IN CHEYENNE SHOWED THUNDERSTORMS
  PRODUCING HEAVY RAIN LINED NORTH TO SOUTH THROUGH WESTERN KIMBALL
  COUNTY.  RADAR ESTIMATES SHOW 2.3 INCHES OF RAIN IN THE PAST HOUR
  IN THIS AREA...AND SPOTTER REPORTS CONFIRM MORE THAN 2 INCHES OF
  RAIN HAD FALLEN.  THUNDERSTORMS WILL CONTINUE TO MOVE THROUGH THIS
  AREA...AND MORE THAN 4 INCHES OF RAIN COULD FALL BEFORE THE STORMS
  EXIT THE AREA.

DO NOT ATTEMPT TO CROSS BRIDGES...DIPS...OR LOW SPOTS IF WATER COVERS
THE ROADWAY.  THE ROADBED MAY BE WASHED OUT.  MOST FLASH FLOOD DEATHS
