000 TTAA00 KBRO 100624 FFWBRO TXC261-100815- BULLETIN - EAS ACTIVATION REQUESTED FLASH FLOOD WARNING NATIONAL WEATHER SERVICE BROWNSVILLE TX 119 AM CDT FRI OCT 10 1997 THE NATIONAL WEATHER SERVICE IN BROWNSVILLE HAS ISSUED A FLASH FLOOD WARNING EFFECTIVE UNTIL 315 AM CDT FOR PEOPLE IN THE FOLLOWING LOCATIONS...... IN SOUTH TEXAS ...CENTRAL KENEDY COUNTY BROWNSVILLE DOPPLER RADAR RAINFALL ESTIMATES INDICATE THAT IN EXCESS OF FOUR AND A HALF INCHES OF RAIN HAS FALLEN OVER CENTRAL AND WEST CENTRAL KENEDY COUNTY OVER THE PAST THREE HOURS. THE HEAVIEST RAINS HAVE OCCURRED RIGHT ALONG HIGHWAY 77 AND JUST TO THE WEST OF THE HIGHWAY. THIS AMOUNT OF RAIN ON TOP OF RECENT RAINS THAT SATURATED THE GROUND IS ENOUGH TO CAUSE FLOODING OF LOW LYING AREAS AND COULD SEND CREEKS OVER THEIR BANKS IN THE NORTHWEST PART OF THE COUNTY AS THE RAINS MOVE UP THAT WAY. A FLASH FLOOD WARNING MEANS THAT FLOODING IS OCCURRING OR IS IMMINENT. MOST FLASH FLOOD DEATHS OCCUR IN AUTOMOBILES. DO NOT ATTEMPT TO CROSS BRIDGES...DIPS...OR LOW SPOTS IF WATER COVERS THE ROADWAY. NEVER TRY TO CROSS A FLOWING STREAM...EVEN A SMALL ONE...ON FOOT. TO ESCAPE RISING WATER MOVE UP TO HIGHER GROUND. &

ANOTHER 2 TO 3 INCHES OVER THE SAME AREA IN CAMERON AND WILLACY COUNTIES WHERE IT HIT DURING THE AFTERNOON WOULD MAKE SIGNIFICANT FLOODING..BUT UNLESS RAIN BECOMES MORE WIDESPREAD..THREAT WILL BE LOW. WILL LEAVE FOR MID MAN. BEFORE RADAR WENT KAPUT A FEW MINS AGO..OVERLAND RAIN WAS INSIGNIFICANT. COASTAL FLOOD WATCH IS VERY GOOD..WATER IS REACHING THE DUNES. SO IS SMALL CRAFT ADV. UNTIL UPPER TROF DISTANT NORTHWEST STARTS TO MOVE..LOW OFFSHORE WILL CONTINUE TO MOVE WWWRD AND MAKE EVEN MORE RAIN. PAULINE IS MAKING CONTRIBUTION. QUESTION IN MY MIND IS HOW MUCH.
