ASSOCIATED WITH HURRICANE FRAN OVER THE AREA. AS FRAN MOVES NORTH
THROUGH THE AREA...THE RAIN WILL CONTINUE WITH AMOUNTS OF 3 TO 6
INCHES POSSIBLE THROUGH 4 AM.  THIS ADDITIONAL RAINFALL ON THE ALREADY
SATURATED SOILS WILL LEAD TO FLOODING OF URBAN AND POOR DRAINAGE AREAS.
 
A FLASH FLOOD WARNING MEANS THAT FLOODING IS OCCURRING OR IS
IMMINENT.  STAY ALERT IF YOU ARE IN FLOOD-PRONE AREAS NEAR STREAMS
AND CREEKS.  WATCH FOR RAPIDLY RISING WATER.  BE PREPARED TO ACT
QUICKLY AND MOVE TO HIGHER GROUND IF FLASH FLOODING IS OBSERVED.
