    OVER CARROLL COUNTY DURING THE LAST 3 HOURS. STREET FLOODING IS
    ONGOING. ALL REACHES ALONG THE UPPER REACHES OF THE NISHNABOTNA
    AND RACCOON BASINS IN CARROLL COUNTY ARE FLOODING.
