AT 3PM CDT THUNDERSTORMS ARE RAPIDLY DEVELOPING IN EXTREME NORTHWEST KANSAS ALONG THE KANSAS-COLORADO BORDER BETWEEN NORTON AND OBERLIN. THIS IS 70 MILES WEST OF PHILLIPSBURG. MOVEMENT IS SOUTHEAST 30 MPH. THESE STORMS WILL MOVE INTO THE NORTON AND SEBELIUS RESERVOIR AREAS BY 330PM CDT. ALSO THUNDERSTORMS ARE DEVELOPING RAPIDLY ALONG THE KANSAS-COLORADO BORDER 30-40 MILES NORTHWEST OF GOODLAND IN THE IDALIA AREA OF COLORADO. AT 330PM CDT LARGE THUNDERSTORMS 25 MILES NORTHWEST OF PHILLIPSBURG IN THE NORTON-SEBELIUS RESERVOIR AREAS ARE MOVING EAST 30 MPH. THESE STORMS WILL MOVE THROUGH PHILLIPS COUNTY BETWEEN 330 AND 430 PM CDT. LARGE THUNDERSTORMS ARE MOVING INTO EXTREME NORTHWEST KANSAS 25 MILES NORTHWEST OF GOODLAND BETWEEN GOODLAND AND ST FRANCIS. MOVEMENT IS SOUTHEAST 30 MPH. THESE STORMS WILL BE IN THE GOODLAND AND MCDONALD AREAS BY 330PM MDT. THE STRONGER STORM CENTERS WILL PRODUCE HEAVY RAINS REDUCING VISIBILITIES TO NEAR 1 MILE AND GUSTY WINDS TO 45 MPH. TORNADO WATCH FOR WESTERN KANSAS TILL 9PM MDT. AT 530PM CDT RADAR INDICATED VERY HEAVY RAINS HAVE OCCURRED OVER EASTERN NORTON AND WESTERN PHILLIPS COUNTIES SINCE 330PM CDT. AMOUNTS IN THE 2-4 INCH RANGE WITH SOME HIGHER AMOUNTS LOOK LIKELY. THERE HAS BEEN SOME MINOR FLOODING IN THE AREAS BUT THE RAINS ARE DECREASING IN INTENSITY OVER PHILLIPS COUNTY AT THE PRESENT TIME. PHILLIPS COUNTY REPORTS THEY HAVE NUMEROUS TREE LIMBS DOWN DUE TO HIGH WINDS WITH SOME MINOR WATER OVER SOME ROADWAYS. WHEN DRIVING IN FLOODED AREAS BE CAREFUL WHEN DRIVING THROUGH WATER. 2 FEET OF WATER WILL FLOAT MOST CARS. DO NOT DRIVE THROUGH WATER WHEN YOU DO NOT KNOW HOW DEEP IT IS. THE STORMS IN PHILLIPS COUNTY ARE DECREASING IN INTENSITY WHILE MOVING EAST 15 MPH. IN NORTHWEST KANSAS THE STRONGEST AREA OF STORMS EXTENDS FROM 40 MILES EAST OF GOODLAND IN THE HALFORD AREA TO 30 MILES SOUTH OF GOODLAND IN THE SHARON SPRINGS AREA. MOVEMENT IS SOUTHEAST 30 MPH.
