SMALL STREAM AND URBAN FLOOD WARNING EFFECTIVE UNTIL  500 AM EST
FOR PEOPLE IN THE FOLLOWING COUNTIES...
 
IN NORTH CENTRAL OHIO
          ...ASHLAND...CRAWFORD...MORROW...RICHLAND
 
HEAVY RAINFALL HAS CAUSED STREAMS AND CREEKS TO RISE TO NEAR FLOOD
LEVELS OVER THE CENTRAL HIGHLANDS AREA OF NORTHERN OHIO EARLY THIS
MORNING. THE RICHLAND COUNTY SHERIFF REPORTED WATER UPTO THE HUBCAPS
OF CARS IN THE NORTHERN PART OF RICHLAND COUNTY.
 
THE RAIN WILL CONTINUE THROUGH THE NIGHT AND THE THREAT OF FLOODING
WILL CONTINUE INTO SUNDAY AFTERNOON.
 
BE ESPECIALLY CAUTIOUS AT NIGHT WHEN IT IS HARDER TO RECOGNIZE
THE DANGERS OF FLOODS AND FLASH FLOODS.  IF FLASH FLOODING IS
OBSERVED...ACT QUICKLY.  MOVE UP TO ESTCAPE FLOOD WATERS.  DO
NOT STAY IN AREAS SUBJECT TO FLOODING WHEN WATER BEGINS RISING.
