A deep, negatively tilted upper level trough and associated occluded front passed from the central Mississippi River Valley on January 9th toward the lower New England region by the morning of the 10th. Strong southerly wind flow ahead of the upper trough carried deep moisture from the Gulf of Mexico northward into the Carolinas and the lower Mid-Atlantic. Precipitable water values ranged from 1.1 inches across north-central Virginia to nearly 1.5 inches over the border between Virginia and North Carolina by early afternoon on the 9th, or anywhere between two and three standard deviations above normal for January. Precipitation fell mainly as rain during a 12 to 15 hour period on the 9th, mostly at rates of a half inch per hour or less. However, a convective band pushed from North Carolina across the foothills and Piedmont of southern Virginia during the afternoon, producing rates of locally two inches per hour. Rainfall totals varied from 1.5 to 2.5 inches for portions of Virginia located west of the Blue Ridge Parkway, and between 2.5 and 3.5 inches along and further east of the parkway, averaging between 2-year and 5-year precipitation totals for a 12 hour duration per NOAA Atlas 14 Point Precipitation Frequency estimates. Given that multiple precipitation events having passed across the region since late November 2023 had allowed stream flows and soil moisture to improve from the Moderate to Severe Drought conditions, the region was more susceptible to flooding. The long-duration rainfall event allowed streams to rise gradually, making for numerous instances of mainly minor areal and riverine flooding. However, flash flooding occurred across the Piedmont, particularly across Pittsylvania County, in the wake of the convective band. Multiple roads and bridges were reported flooded and impassible because of the rainfall, with a few becoming severely damaged.

today producing a wide variety of precipitation, including heavy
rain for the Mid- Atlantic region. Rain, heavy at times is
expected through the day which may lead to flooding. In
addition, expect strong gusty winds, especially across the
higher elevations.

.NEAR TERM /THROUGH TONIGHT/...

Key Messages:

- The Winter Weather Advisory along the southern Blue Ridge is

- The Winter Weather Advisory in Greenbrier County and the
Alleghany Highlands in Virgina is in effect until noon
Timing of the more convective line on the western edge of the
shield of precipitation is forecast by the HRRR to cross through
the region between 2PM and 7PM. Have kept the chance of thunder
and heavy rain aligned with this timing and also pulled the
thunder threat up to at least Route 460.
The big picture... A major storm system is ongoing across the
eastern U.S. with snow, heavy rain, thunderstorms and wind. A
very potent mid-upper level trough over the Central U.S. is
becoming negatively tilted and this is allowing for rapid
surface cyclogenesis over the Midwest and Ohio Valley. The
result will likely be a sub-980 mb surface low over Michigan by
late this evening, and this low will continue lifting toward the
northeast across southern Ontario and into Quebec by Wednesday
afternoon. A strong cold front trailing south from the parent
low will move east across the Mid-Atlantic and Deep south, and
will pass off the East Coast by Wednesday morning.
Widespread hazardous weather impacts are expected for the eastern
third of the U.S. in association with this low pressure system,
and numerous warnings and advisories are now in effect from the
Gulf Coast to Maine. One of the big things making weather
headlines will be the widespread expanse of heavy rain capable
of producing flooding. Forecast rainfall of 1 to 3 inches is
expected across our forecast area which will result in ponding
of water, poor drainage flooding, and potential for small
stream and river flooding. Another concern is a strong 850 mb
low level jet that will be in place just ahead of the cold front
with southerly winds of 50 to 80 mph just a few thousand feet
above the surface. At the surface, much of our forecast area is
being protected by a shallow wedge of cool air, the stronger
winds passing over top of the wedge. As this wedge erodes later
this afternoon, will have to watch for increasing wind gusts.
Downslope southeast wind gusts of 40 to 60 mph are already being
observed along the western slopes of the Appalachian Divide
(BKW-BLF-TYS) and across the ridge peaks. Beech Mtn NC recorded
a 58 mph wind gust at around 315AM this morning. Passage of the
cold front late this afternoon will bring a wind shift from the
southwest and potential for strong wind gusts associated with
the front's passage. The wind, combined with the rain soaked
ground, may also make it easier for the wind to uproot trees
resulting in isolated power outages.
All things considered it will be a busy weather day.
By tonight, the front will be east of the area. Conditions
should slowly improve with partial clearing. Rain will come to
an end, but do expect lingering moisture across the mountains.
As temperature retreat into the 30s, the moisture should
convert to snow showers. Winds will be gusty through the night.

.SHORT TERM /WEDNESDAY THROUGH FRIDAY NIGHT/...

Key Messages:
1) Confidence is high for gusty west winds and mountain snow showers
on Wednesday.
2) After a dry Thursday, another low pressure system may bring more
rain and gusty southeast winds on Friday.
The wind will increase from the west on Wednesday as a low pressure
system exits offshore. However, the wind is depicted as just a tad
more southwest than true west in the models, which may limit the
maximum wind gusts and the upslope component to producing mountain
snow showers. Nevertheless, gusts could reach up to 40 MPH along the
higher elevations, and snow showers should fly from Boone to
Lewisburg. Only western Greenbrier County has the potential for
around an inch of snow, while most of the mountains may just see
flurries. The wind and the snow showers should fade by Wednesday
night as high pressure builds to the south.
Thursday appears quiet and will be a needed reprieve from all the
active weather lately. Clouds should increase on Thursday night as
the atmosphere prepares to deliver another low pressure system for
the Mid Atlantic that should arrive by Friday morning. The models
have slowed down the timing with this system a little compared to
previous solutions. Any hint of a wintry mix of precipitation is
extremely limited to just the first couple hours in the mountains
with milder air pushing anything over to liquid by midday. Bands of
heavy rain and a gusty southeast wind are the main threats from this
system. With antecedent conditions becoming increasingly wet lately,
there is yet another risk of flooding for Friday and Friday night.

.LONG TERM /SATURDAY THROUGH MONDAY/...

Key Messages:
1) Confidence is moderate for gusty west winds and mountain snow
showers on Saturday.
2) Another low pressure system could bring a chance of wintry
precipitation by Monday, but confidence is low on any details.
It may sound like an almost exact repeat of the short term section,
but this part of the forecast will start with a low pressure system
exiting offshore that will produce a gusty west wind and mountain
snow showers from Boone to Lewisburg on Saturday. The only
difference is that the winds aloft could be stronger, but it is too
early to tell how much that will mix down to observed gusts at the
ground. Weak high pressure should allow the wind and snow showers to
dissipate by Saturday night, and Sunday appears to stay dry. Of
course, this section has to complete the repetition cycle by closing
out with yet another low pressure system lurking for Sunday night
into Monday. However, it may be cold enough to introduce a better
chance of wintry precipitation, but the details are very murky with
model solutions varying notably on track and timing.

.AVIATION /18Z TUESDAY THROUGH SUNDAY/...
As of 1245 AM EST Tuesday...
Widespread IFR to IFR ceilings will cover southwest Virginia,
northwest North Carolina and southeast West Virginia early this
afternoon. Visibility was MVFR in moderate to heavy rain.
A strong southeast LLJ is present just above the surface. This
will lead to LLWS until a cold front crosses the area from west
to east before 00Z/7PM. The same jet will produce surface wind
gusts of 30 to 50 knots west of a KLWB-KBLF-KTNB line.
A narrow band of heavier deep convection will crossing the area
ahead of the front producing intense rainfall with LIFR
visibility and up to 50 knot west wind.
Expect a west to southwest wind behind the front tonight and
Wednesday. Wind gusts will up to 40 knots behind the front.
Upslope MVFR clouds and numerous snow showers will remain over
the mountains along the west slopes of the central Appalachians
through Wednesday morning, including at KLWB and KBLF.
OUTLOOK...
Widespread VFR returns for Thursday associated with High
pressure and light winds.
More rain tracks in Friday with sub-VFR likely...another storm
system that will take a similar track compared to Tuesday.

A Flood Watch continues for most of the area.
Rain is expected through today, and is expected to become heavy
at times this afternoon. Rainfall totals will be in the 2-4"

into some of our area rivers. The Yadkin, Danville, Roanoke, and

25 flood, 3 flash flood. Local standard time, as filed.
Runoff due to poor drainage from prolonged rainfall resulted in flooding near the 5600 block of Highway 220 near Dyer Street. No damage was reported and the road was open to traffic after the flooding receded.
Up to 1.75 inches of rainfall occurring over a roughly 10-hour period caused Strawberry Creek to overflow its banks and flow across Country Road. No damage was reported and the road was open to traffic after the flooding receded.
Poor drainage caused a parking lot to flood, requiring several cars to be moved to avoid being flooded. No damage was reported.
A clogged drain caused runoff from prolonged rainfall to flow inside a building.
The Smith River at near Woolwine, VA (SMWV2) crested at a stage of 8.44 feet (1,570 cfs) at 3:15 pm EST on 1/9/24, just below the minor flood stage of 9.0 feet. This is the 12th highest crest at this gage, and the highest crest since heavy rainfall during the early morning hours of 8/28/2023. This event is between a 2-year and a 5-year ARI (50%-20% AEP) per USGS StreamStats. No damage was reported during this event.
After around 1.75 inches of rain had fallen over a roughly 10 hour period, a line of heavy rainfall, producing rates of 1.5 inches per hour, passed across Pittsylvania County, bringing a half inch to three quarters of rain over a short period of time. This resulted in numerous instances of flash flooding throughout the county. Runoff from this rain caused Green Rock Branch to overflow its banks at least six inches deep across Concord Road. Motleys Mill Road washed out near the intersection with Halifax Road, causing an estimated 50 thousand dollars worth of damage. Halifax Road was also observed flooded. Sycamore Creek was observed overflowing its banks several inches deep across Country Club Road. Extensive damage occurred near the intersection of Walkers Well Road and Toshes Road, with three layers of the road surface washed away, causing an estimated 25 thousand dollars of damage. Long Branch Creek was observed overflowing its banks several inches deep across Player Road, leaving a large amount of debris on the roadway. Fall Creek rose several inches out of its banks, flooding the southbound lane of N. Main Street near Fall Creek Drive. Cascade Creek was observed out of its banks several inches deep over Cobbs Knob Road. Pudding Creek was observed overflowing its banks across Johnson Road, and across the Jones Mill Road bridge. White Ridge Road was submerged several inches deep as Barker Creek overflowed its banks. Cedar Creek was observed overflowing its banks at least several inches deep Graves Bridge Road. Little Bearskin Creek was reported out of its banks several inches deep over Hollywood Road. Anderson Mill Road was completely washed out and impassible near the intersection with Old Red Eye Road, causing an estimated 50 thousand dollars worth of damage. Both Countryside Drive and Hillside Drive was observed with several inches of water flowing across the roadway surface. Shawnee Road was observed flooded several inches deep between Sandy Bottom Road and Camp Shawnee Road. Green Rock Branch was observed flowing well outside of its banks. Both Berry Hill Road and Stateline Bridge Road were observed flooded several inches deep by flowing water. Fall Creek Road was observed flooded by nearby Cane Creek overflowing its banks. The 1000 block of Terry Road was reported flooded. The 2000 block of Irish Road was reported flooded and impassible. Strawberry Road was flooded and closed as the Banister River rose out of its banks.

Red House Road was observed completely flooded several inches deep as Jacobs Creek overflowed its banks. Sunnymeade Road was completely flooded several inches deep near the intersection with Candlers Mountain Road.
Poor drainage resulted in flooding near the intersection of Bobwhite Road and Partridge Creek Road. No damage was reported and the roads were open to traffic after the flooding receded.
Shooting Creek was observed out of its banks due to heavy runoff from prolonged rainfall, washing out Shooting Creek Road, making the road impassible.
A creek (name unknown) overflowed its banks and partially washed out a bridge on Rockwood Park Drive.
A home owner on Cherry Lane reported that runoff from prolonged rainfall caused minor basement flooding.
The South Mayo River near Nettleridge, VA (NTLV2) crested at a stage of 12.16 feet (4,300 cfs) at 6:30 pm EST on 1/9/24, rising above the minor flood stage of 12.0 feet. Minor lowland flooding is typically observed at this stage, however no damage was reported during this event.
Wolf Creek was reported out of its banks, flooding both Morehead Road and Trivett Farm Lane. Both roads were impassible until flood waters receded. No damage was reported.

The New River near Allisonia, VA (ALSV2) crested at a stage of 8.15 feet (32,000 cfs) at 1:45 am EST on 1/10/24, rising above the minor flood stage of 8.0 feet. This is the highest crest since 11/12/2020. This event is about a 2-year ARI (50% AEP) per USGS StreamStats. A few spots on roads running along the river were briefly covered by water, however no damage was reported during this event.
The Roanoke River at Altavista, VA (ALTV2) crested at a stage of 17.75 feet (22,400 cfs) at 9:45 pm EST on 1/9/24, below the minor flood stage of 18.0 feet. This is the highest crest at this gage since 11/13/2020. This event is well less than a 2-year ARI (>50% AEP) per USGS StreamStats. American Electric Power reduced flows out of Leesville Reservoir to prevent the river from reaching flood stage. No damage was reported during this event.
The Dan River at South Boston, VA (SBNV2) crested at a stage of 26.89 feet (33,200 cfs) at 7:15 am EST on 1/12/24, rising above the minor flood stage of 22.0 feet. This is the 31st highest crest at this gage, and is the highest crest since 11/15/2020. This event is between a 2-year and a 5-year ARI (50%-20% AEP) per USGS StreamStats. Imagery from an unmanned aircraft system taken around 9:00 am, during the time of the crest, indicated that Highway 501 (Main St.) was flooded from just south of the Main Street bridge over the Dan River to within 300 feet of Highway 58/360.
