.SYNOPSIS...
An unsettled weather pattern will persist through Saturday. Low
pressure will move across the Mid-Atlantic tonight, before moving
offshore on Thursday. Another area of low pressure will bring
another chance for some rain showers on Friday and Friday night
before exiting on Saturday. High pressure returns for the
latter half of the weekend into next week.

.NEAR TERM /THROUGH THURSDAY/...
As of 940PM...Heaviest rainfall band has set up slightly west of
earlier consensus, bringing heavier rainfall to Berks, Lehigh,
and Northampton counties in Pennsylvania. As a result, a Flood
Watch has been expanded to include these counties and remains in
effect for our New Jersey counties and New Castle County in
Delaware until 7 PM Thursday night.
Previous discussion...Coastal surface low pressure currently
centered over/near the coast of the Carolinas is forecast to
move north/northeastwards tonight ahead of an old frontal
boundary to our west. With time, this low pressure system will
further draw near to our region before beginning to move away
from our coasts Thursday. Increased precipitation will be
brought to the region by the movement of this low pressure
system, which continues to be the highlight of the near term.
CAMs and deterministic model guidance continues to show the heaviest
and greatest amount of precipitation will be brought to the region
starting this evening into tonight. What has mainly changed in the
forecast is impacts rather than timing. While the consensus remains
that a widespread 1.5-2.0 inches of precipitation can be expected
across the region, confidence/expected magnitude in locally higher
amounts has been increasing with time. To be a bit more specific,
there is increasing confidence that up to 3.0 inches of rainfall
will occur locally in some areas across the region. This in turn
means that confidence in impacts and their magnitudes is increasing.
Given the ground remains at or near saturation in many locations and
some river streamflows remain elevated from previous events,
flooding remains a concern for later tonight into at least Thursday
for areas across the region. Rivers in the Passaic basin are
now forecast to go into flood stage (confidence >50%) at this
point with other locations likely to reach flood stage if over
2.0 inches of rainfall is received. WPC now has much of the
region in a SLIGHT risk for excessive rainfall while the region
was held entirely in a MARGINAL risk beforehand. While flash
flooding is not really a concern overall for tonight, some
areal flood warnings and flood advisories tonight into Thursday
are possible. Some brief/local urban and small- stream flooding
remains on the table.
Outside of rainfall leading to flooding concerns (coastal flooding
concerns given proximity to the full moon, see TIDES/COASTAL
FLOODING) there remains little to address. Winds with this system
will be relatively light, with just some gusts to 25 mph or so along
the coast around this evening. While some light rain showers may
linger through Thursday, the bulk of precipitation will likely end
across the region by 3AM or 4AM. Some fog development may once again
take hold over some of our land/marine areas tonight into Thursday
morning, but not expecting it to be the magnitude seen last night
given the rainfall.

.SHORT TERM /THURSDAY NIGHT THROUGH SATURDAY/...
Unsettled conditions continue through the duration of the short term
period as the expansive upper level low across the Midwest gradually
pivots east. As the surface low continues to move away from our
region Thursday night, precipitation chances begin to wane. However,
the upper low will continue to throw some impulses of energy toward
the region, thus have kept a general 20-40% chance of showers
Thursday night. Lows will remain on the warmer side in the low
to mid 40s under cloudy skies.
The upper low continues to pivot into the Tennessee River Valley on
Friday, then show signs of weakening while becoming more in the
way of an 'open' deep trough which will be located over the
Eastern US Friday night and off the coast late Saturday. In the
meantime, another impulse of upper energy will transverse the
area Friday into Friday night with a weak surface low tracking
across the Northeast. This will again bring another round of
rain showers to the area later Friday into Friday night. Total
rainfall amounts look to be about a 1/10 to 1/3 of an inch.
Showers should cease by Saturday afternoon, except in the
Poconos where a few rain/snow showers may linger with any
residual wrap-around moisture along with northwesterly flow.
Temperatures on Friday will be on the warmer side of things with
highs in the low to mid 50s with lows in the mid to upper 30s as
skies remain cloud-covered. With the warmer airmass in place and
moisture relatively trapped at low-levels, fog formation is possible
both Thursday/Friday nights. Temps on Saturday will be quite a bit
cooler in the mid 40s.

.LONG TERM /SATURDAY NIGHT THROUGH WEDNESDAY/...
The 500mb mean trough should continue to deamplify as it moves
offshore coming out of the weekend and a ridge looks to build
through the beginning of the new year. Spread in the guidance
increases sharply heading into Monday night as a weak low pressure
system moves through and brings a chance of showers with higher
elevation snow across Carbon/Monroe counties. Will keep the NBM as a
persistence forecast with a subtle nudge towards the 06z ensemble
guidance. This leads to slightly above normal temps and little
precip for the rest of the week behind the departing wave on Monday
with the next appreciable precip not anticipated until not this
weekend but the next weekend.

.AVIATION /03Z THURSDAY THROUGH MONDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas...
Tonight...Widespread IFR/LIFR conditions tonight with low
stratus in place and heavy rain developing. All terminals
already in LIFR are expected to stay there for several hours.
The exception is ABE/RDG, currently seeing IFR ceilings but is
expected to drop to LIFR after midnight. Some periods of
visibility less than 1 mile will be possible during the heaviest
rainfall late tonight and some fog development early Thursday
morning after the heaviest rainfall departs. NE-E winds of 5-
10 kt, with even some E-SE winds possible at KACY/KMIV too.
There also may be a brief period of wind shear at KACY/KMIV but
confidence is not great enough to warrant in TAFs at this time.
Low confidence forecast overall.
Thursday...LIFR conditions in the morning, should improve to IFR in
the afternoon, though some terminals may linger at LIFR. Low-
level clouds will be quite stubborn, so not expecting much
improvement through the afternoon. N winds in the morning
around 5- 10 kt, becoming W-NW in the afternoon. Moderate
confidence.
Outlook...
Thursday night...Sub-VFR conditions likely to continue with some
rain showers. W winds around 5 kt. Moderate confidence.
Friday through Friday night...Sub-VFR conditions possible during the
day, likely becoming sub-VFR at night due to rain showers. W winds
around 5-10 kt, gusting up to 15 kt at times. Moderate confidence.
Saturday through Saturday night...VFR expected. W-NW winds around 10-
15 kt gusting up to 20 kt. Moderate confidence.
Sunday through Sunday night...VFR expected. SW-W winds around 10-15
kt. Moderate confidence.
Monday...VFR expected. W-NW winds around 10-20 kt. Low
confidence.

Heavier rain expected this evening and tonight. ENE winds 10-15 kts
will veer to the SE tonight. Gusts of 20-25 knots possible this
evening into the first half of tonight. Winds expected to ease
toward Thursday morning. Seas may approach 5 ft for our southern
coastal zones off Delaware to Cape May late tonight, but think
conditions will not quite meet advisory criteria. Some fog may
develop across zones once again tonight, but not expecting
widespread dense as seen last night.
Thursday...SCA may be issued as seas in outer areas of our marine
zones will look to build to 5-6 feet. Slight chance to chance of
some light rain showers through much of the day. Otherwise,
mostly cloudy. N winds 7-13 kts in the morning becoming NW then
W late afternoon/evening.

.TIDES/COASTAL FLOODING...
With the full moon having occurred yesterday, and an increasing
onshore flow, there will be potential for spotty minor tidal
flooding through the end of this week. The Thursday and/or
Friday morning/afternoon high tides may be the impacted by this
due to increasing fresh water runoff from excessive rainfall.
Guidance is not very bullish with any widespread minor flooding,
and given the fairly weak onshore flow and weak surface low
passing by, we may escape with just localized minor tidal
flooding. The primary areas to watch will be the back bays and
tidal Delaware River, however locally minor tidal flooding is
possible along the entire Atlantic coast, Delaware Bay, and
tidal Delaware River.
Flooding of moderate level is unlikely. No tidal flooding is
forecast for the eastern shore of Maryland.
