What happened

The episode as NWS PHI wrote it up.

Weak low pressure passed offshore of the mid-Atlantic on February 18. Another weak, secondary wave of low pressure tracked along a similar path along a frontal zone trailing behind the primary low on the 19th. Strong high pressure over New England provided a cold air mass over the mid-Atlantic, leading to wintry precipitation as these areas of low pressure tracked offshore. The heaviest precipitation occurred with the primary wave on the 18th, with many areas seeing snow, some locally heavy, with a change to sleet and rain towards coastal areas. A narrow but intense band of precipitation provided a maximum in snowfall over portions of southeast Pennsylvania and central New Jersey. By the overnight of the 18th and into the 19th, precipitation became lighter, with a mix of light snow and light freezing rain or drizzle providing some additional accumulations and impacts. The system finally pulled away entirely by the late afternoon and evening of the 19th.

.SYNOPSIS...
Low pressure will track just off the Mid-Atlantic coast late today
into early Friday before moving out to sea. Strong high pressure
builds into the region later in the weekend. A cold front
approaching from the west will move quickly through the Mid-Atlantic
region Monday, then high pressure builds nearby for the middle of
next week.

&&

.NEAR TERM /THROUGH FRIDAY/...
Cold high pressure in New England and the lower Saint Lawrence River
Valley early this morning will continue to retreat to the northeast
today. Two areas of low pressure will progress along an inverted
trough along the Southeast coast. The first should pass to our
southeast this evening, with the second low following on Friday.

We will not be making a great deal of change to the forecast at this
time. It continues to appear as though the bulk of the precipitation
in our region will occur today, mainly from mid morning into mid
afternoon. The models continue to indicate slantwise lift associated
with the first wave along with some frontogenetic forcing setting up
and focusing mainly over southeastern Pennsylvania and central New
Jersey.

We have lowered snowfall totals slightly. In our northern counties,
the expected QPF has decreased a little. For our counties along the
Interstate 95 Corridor, a mix and/or change to sleet during the late
morning and afternoon should cut down on snowfall totals a bit. We
continue to anticipate a wintry mix going to rain for a time near
the coast.

The wind direction will favor the northeast for today and tonight,
and it should begin to back to the north on Friday. Speeds are
expected to be 10 to 15 MPH with gusts of 20 to 25 MPH near the
coast, and 5 to 10 MPH inland.

Today's highs are forecast to be mostly in the upper 20s and lower
30s. Tonight's lows are anticipated to be mainly in the 20s, with
Friday's highs generally in the 30s.

.SHORT TERM /FRIDAY NIGHT THROUGH SATURDAY NIGHT/...
An upper-level through swings across the region during this time
frame, although it will start to lift northeastward during Saturday
night. Surface low pressure will track into the Canadian Maritimes
region late Saturday night while strong surface high pressure builds
across the Ohio Valley.

There could be some residual light rain/snow mainly across the
eastern areas to start Friday evening as low pressure continues to
depart to our northeast. Otherwise, plenty of cloud cover should
start to clear from south to north, however given cyclonic flow and
cold air advection this process could be slowed. Lake effect snow
off the eastern Great Lakes may also toss a snow shower or some
flurries into the Poconos during Saturday, however as of now we are
anticipating little to no accumulations and just carried a mention
of flurries.

It will be cold through Saturday night given the presence of the
upper-level trough and cold air advection. The forecast soundings
show decent vertical mixing during Saturday with cold air advection
and steepening low-level lapse rates, therefore a blustery day is
expected with wind gusts to 30 mph. Wind chill values will be in the
teens to low 20s during the day Saturday. The forecast soundings
also show a moist layer supportive of some stratocumulus during the
heating of the day. Therefore, increased the cloud cover some
southeastward.

The winds will diminish Saturday night as the main cold air
advection wanes and strong surface high pressure begins to build in
resulting in more of a decoupling setup. If the winds diminish fast
enough and the sky clears, then temperatures would drop like a rock
during the evening. Most of the area is forecast to have
temperatures drop into the teens during Saturday night.

.LONG TERM /SUNDAY THROUGH WEDNESDAY/...
Summary...A chilly start then gradual warming through the first half
of next week. Quick moving cold front brings rain/snow showers
during Monday.

Synoptic Overview...An upper-level trough is forecast to be lifting
out of the Northeast during Sunday with a midlevel ridge taking its
place Sunday night. A progressive upper-level trough however is
quick on its heels, which slides across the Northeast and Mid-
Atlantic regions during Monday. This drives surface low pressure
across southeastern Canada with an associated cold front moving
through our region by later Monday. Another trough crossing the
Great Lakes region Tuesday may amplify across New England into
Wednesday as surface high pressure is centered across the Southeast
U.S. and extends toward the Mid-Atlantic.

For Sunday...A dry but chilly day as an upper-level trough over the
Northeast lifts out as more zonal flow develops. There will be a
little moderation in the temperature department as the trough lifts
out and weak warm air advection develops, but with a very cold start
and less mixing we will only warm a couple of degrees versus
Saturday however there will be less of a wind chill factor.

For Monday and Tuesday...The one system of interest arrives on
Monday. A fast moving shortwave coming out of the Plains will
approach the Mid-Atlantic late in the day. A weak accompanying
surface low tracks north of our region. As the shortwave starts to
go from positively tilted to more neutral or negatively tilted, some
secondary cyclogenesis is possible near our coastline later Monday.
Precipitation associated with the primary wave will overspread the
area Monday from west to east, and if the secondary low develops
faster the precipitation could become a little heavier and/or last
longer. As of now, the positioning and timing of the trough going
more negatively tilted may result in little in the way of a
secondary low development or late enough where it is more northeast
of our region. In terms of precipitation types, the evolution will
favor warm air advection with southerly flow developing. However,
the antecedent air mass is cold, so it may be a snow to rain
situation for many areas, with more snow favored north and more rain
to the south. Either way, it does not look like a significant storm
system, though areas receiving mainly snow for a time could see some
light accumulations. Precipitation which could end up being more
showery should end Monday evening or overnight as the flow remains
progressive.

On Tuesday, most indications are for mainly dry and seasonable
weather. However, a fast moving northern stream disturbance
amplifying across New England may bring a few light rain or snow
showers, mainly to the northern half of the area. Kept the Tuesday
forecast dry for now and any precipitation should be very light, but
we may end up needing at least some slight chance PoPs.

For Wednesday...Tranquil weather for the middle of next week as
Southeast ridging starts to redevelop and high pressure builds in at
the surface. This will bring dry weather for Wednesday. The rising
heights will also promote a gradual warming trend, though with the
overall flow still fairly low amplitude, we will probably not be too
far from seasonal averages.

.AVIATION /09Z THURSDAY THROUGH MONDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.

Today...Conditions quickly dropping to IFR/LIFR with the arrival of
wintry precipitation between about 12Z and 14Z. Northeast wind
around 10 knots. High confidence.

Tonight...IFR/LIFR in wintry precipitation. Northeast wind around 10
knots. High confidence.

Friday...IFR/LIFR with periods of wintry precipitation. Northeast
wind around 10 knots, becoming north to north- northwest. Moderate
confidence.

Outlook...

Friday night...MVFR or IFR ceilings should be present in the
evening, then improvement to VFR is expected with some clearing
overnight. Northwest winds around 10 knots. Moderate confidence.

Saturday and Sunday...VFR. Northwest winds 10-20 knots with gusts to
around 25 knots Saturday, diminishing to 5-10 knots Saturday night
and Sunday before becoming light and variable or light southerly
late Sunday and Sunday night. Clouds increase later Sunday and lower
some Sunday night. Moderate confidence.

Monday...Sub-VFR probable with rain or snow showers. South to
southwest winds around 10 knots. Low confidence.

.MARINE...
Low pressure off the coast will maintain a northeast wind 20 to 25
knots, with gusts of 25 to 30 knots on our coastal waters for today
into tonight. The wind is forecast to diminish slowly on Friday as
it backs to the north.

A Small Craft Advisory remains in effect for our ocean waters until
6:00 PM Friday, and for Delaware Bay until 6:00 AM Friday.

Outlook...

Friday night and Saturday...Small Craft Advisory conditions
likely especially Saturday with northwest winds increasing with
gusts up to 30 knots. The winds will gradually diminish
overnight, and should fall below Small Craft Advisory criteria
on Delaware Bay.

Sunday...Gusty northwest winds in the morning will subside, and the
bulk of the day and night should be below Small Craft Advisory
criteria. Winds turn southerly at night.

Monday...A Small Craft Advisory may be needed, especially on the
Atlantic coastal waters of New Jersey and Delaware as southerly
winds increase with gusts to near 25 knots and seas building.

A trained spotter in Huffs Church reported a storm total snowfall of 5.8 inches. The Reading Regional Aiport (KRDG) ASOS measured 0.09 inches of ice accretion.

Snow fell and was heavy at times on the morning of the 18th as the northern extent of a heavy snow band affected the area. As snow departed, some light freezing rain and drizzle occurred on the overnight of the 18th, with a small amount of additional snow on the 19th. A trained spotter in Chalfont reported 5.4 inches of snow. Numerous observations from surrounding areas suggest around one tenth of an inch of glaze ice accretion likely occurred on the overnight of the 18th.

A COOP observer in West Conshohocken reported a storm total snowfall of 10.8 inches, with numerous other 6 to 10 inch reports in the area. A trained spotter in Willow Grove reported 0.02 inches of ice accretion, and some higher ice amounts may have occurred.

This began with a period of snow during the day on the 18th, followed by light freezing rain and drizzle that night, then some additional light snow on the 19th. A trained spotter in Bath reported a storm total snowfall of 6.0 inches, with several other 4 to 5 inch reports. A trained spotter in Hellertown also reported 0.10 inches of ice accretion.

A trained spotter in Whitehall Twp reported a storm total snowfall of 6.2 inches, with another spotter in Coopersburg reporting 6.1 inches. The Lehigh Valley International Airport (KABE) saw 5.5 inches of snow and the ASOS measured 0.13 inches of ice accretion.

Snow fell across the county, with an initial round of snow on the 18th, followed by a lull and some light freezing drizzle on the overnight of the 18th, then additional light snow on the 19th. Over the course of the event, a maximum storm total snowfall report of 5.8 inches was received from near Bossardsville. Several other 4 to 5 inch reports were received. The Mount Pocono (KMPO) ASOS recorded 0.04 inches of ice accretion from the freezing drizzle on the night of the 18th.
