What happened

The episode as NWS UNR wrote it up.

Minor flooding occurred along the Cheyenne River from upstream of Wasta to Lake Oahe due to releases from Angostura Dam, snowmelt, and ice jams. On March 15, releases began from Angostura Dam through the radial gates. With ice still in the river, the water began cutting away at the ice, causing large chunks of ice to make their way downstream. A large ice jam formed just downstream from the gage near Wasta. As water backed up behind the jam, minor flooding was observed. The ice jams continued to form and release all the way to Lake Oahe until the ice was completely cleared from the river.
