What happened

The episode as NWS PHI wrote it up.

Low pressure tracked into the Great Lakes region on December 29th and 30th. Secondary low pressure then began to develop along the mid-Atlantic coast. This evolution brought precipitation to the mid-Atlantic, but warm air surging northward ahead of the primary low allowed for most of it to fall as rain. However, some light icing occurred in higher elevation areas early in the event.
