Very heavy rain fell across the Des Moines and Waterloo metro areas on the evening of June 30th. This led to flash flooding and river flooding that continued into 01 July 2018. Some of the rivers remained in flood through much of July, and the West Fork of the Des Moines River at Estherville remained in flood through nearly all of July.
Previous write-up from 30 June 2018|A frontal boundary was draped across areas just west of Iowa during the morning hours of June 30th, and slowly moved eastward into the state throughout the day. By the afternoon, it had made its way into central portions of the state, draping itself in a southwest to northeast fashion. Ahead of the front, the convective environment was ripe, with MUCAPE values in excess of 4000 J/kg and effective shear in the 30 to 40 kt range, with best values near the front. While there was reason for concern with regards to severe weather, such has hail and damaging winds, there was also strong concern for an area of west-central, north central or central Iowa to receive heavy rainfall with the boundary placement, potential outflow boundary locations, low level jet initiation, and a very moist environment. There was expectation for storms to be slow moving or training initially along the frontal boundary with propagation vectors opposing mean flow.
Initially storms fired up in the early afternoon across parts of northwest and north central Iowa in the very unstable environment, producing severe hail and wind damage. Fortunately, given their progressive nature, no water issues were seen with that round of convection. As the afternoon progressed, convection increased across northern areas, but remained quiet further south into central and southern Iowa. The initial northern convection pushed out an outflow boundary that made its way into the I-80 corridor, acting as another area for convective initiation. By the late evening, convection had fired up along the parent frontal boundary as well as portions of the aforementioned outflow boundary, producing marginally severe storms in most cases. By the time the low level jet kicked in, areas around Des Moines had already received a couple inches of rain, and now found the area in line for much more. Overall motion of storms was northeastward, but with nearly stationary frontal and outflow boundaries, backbuilding was induced by the low level jet, which resulted in copious amounts of heavy rainfall right on top of the Des Moines metro and surrounding areas. While some damaging wind was still ongoing, the primary concern was for heavy rainfall, flash flooding, and eventually a flash flood emergency. The Des Moines metro area took on widespread amounts of 6 or more inches, including a few reports of nearly 10 inches. The main impacts revolved around flash flooding and the flash flood emergency with sewer systems and local streams absolutely overwhelmed. Dozens of vehicles were flooded or stranded, with numerous water rescues performed. Many streams were out of their banks, and an individual was swept away and killed during the flash flooding. One home had flooding and a gas leak that lead to an explosion of the home. Luckily all occupants had already been evacuated. Two streams with NWS stream gauge observations, Four Mile Creek and Walnut Creek, set all-time crest records. Countless basements and businesses were flooded across the metro area and dozens of homes were completely flooded out on the southeast side where Four Mile Creek flooding was the worst. Two businesses had roof collapses from the heavy rain as well.

Area Forecast Discussion National Weather Service Des Moines IA 1244 AM CDT Sun Jul 1 2018 .DISCUSSION.../Tonight through Saturday/ Issued at 340 PM CDT Sat Jun 30 2018 Main concern is the next 18 hours as a boundary and decent shortwave pass through the state. Currently, convection is developing near the surface front in northern Iowa. Strong instability exists in the warm sector with MUCapes of 4000-5000 j/kg and Downdraft Capes of 1300-1500. Severe convection is expected for the next several hours with damaging winds and large hail the main threat. While a tornado threat does exist, inflow would need to back more substantially to make this more of a concern. None the less, a brief spinup remains a possibility given the impressive Cape values. Heavy rain become the primary threat with time and this aspect will be covered in the hydro section below. While the frontal convection continues to eventually press south and east tonight, there will be some decrease in coverage and intensity by late evening. However, the main shortwave will arrive toward daybreak with increased dynamic forcing in the mid levels across the northern half of the state. This should reinvigorate convection overnight with another round of heavy rainfall. Location of this heavy rain will be difficult to pinpoint as CAMs vary considerably in placement given the previous convection from the evening. However, the strong forcing be sufficient to produce convection behind the surface boundary where flow above the surface will still be supplying plenty of moisture. Therefore, have continued high pops through the night. System will pass across the state on Sunday with any remaining convection confined to the far eastern portions of the state by late morning. Otherwise, cooler and drier air will make conditions much more comfortable than the past couple of days. Beyond this timeframe, the east coast ridge will retrograde across the United States during the upcoming week. Iowa will be on the extreme south of the westerlies with temperatures generally above normal and some threat for convection, although the bulk of it should remain just north of the state. && .AVIATION.../For the 06Z TAFS through 06Z Sunday night/ Issued at 1241 AM CDT Sun Jul 1 2018 Showers and thunderstorms will continue through the remainder of the overnight hours and into early morning. This will bring tempo restrictions of MVFR or lower due to low cigs and significant rainfall rates at times. Lingering MVFR cigs and a few showers are possible into Sunday afternoon before we begin to clear out as this system departs the area. && .HYDROLOGY... Issued at 340 PM CDT Sat Jun 30 2018 Major concern for the night will be the threat of heavy rainfall. Plenty of moisture is available with PWATS approaching 2" in many locations near the boundary. The will be ample moisture transport and inflow as upper system works across the Plains and toward the state by Sunday morning. Several rounds of convection can be expected in portions of northern into central and western Iowa through 12Z on Sunday. Deep warm cloud layers will also promote efficiency along with good but not overwhelming updrafts. The WPC moderate risk outlook is good although some concern that recent models QPF has sifted slightly SE. Overall rainfall of 1 to 3 inches seems reasonable along with isolated locations possibly up to 5-6 inches. The recent rainfall, moist soils and river/streams running at or near capacity all indicate a strong potential for flash flooding along with renewed and/or aggravated river flooding. Emergency manager reported multiple water rescues across Ankeny, Johnston, Des Moines and Urbandale. Vehicles were stalled out in street flooding with water half way up the doors of some cars. Water damage was estimated to have affected over 4,700 structures throughout the county, of those 4,700+ structures, over 200 structures had major damage or were destroyed. Flooding resulted in at least 15 road extended road closures throughout the county. Several trails, campgrounds and parks were closed due to flooding as well.

The emergency manager also reported minor damage to the park in Maxwell from flooding, moderate damage to secondary roads with some damage to bridges and trails across the county.
