An area of low pressure tracked from the Gulf of Mexico to off the southeast coast, producing widespread precipitation across southeast South Carolina. A wedge of high pressure provided shallow, cold air, supporting the development of freezing rain at many locations away from the immediate coast. Across many inland areas, a major ice storm occurred with one to three quarters of an inch of ice accumulation and even a few one inch accumulation amounts reported. Widespread trees, large tree limbs, and power lines were reported down due to ice. Many trees were down and blocking area roadways including Interstate 95 and Interstate 26. Widespread, long duration power outages also occurred especially across inland areas. Numerous bridges around the region were closed due to ice accumulation, adding to hazardous travel conditions.

Storm total ice accumulations ranged from trace amounts closer to the coast up to three tenths of an inch around North Charleston. The initial verification reports were because of public impact when authorities closed several area bridges and overpasses. Numerous trees and power lines were reported down with some power outages noted as well.

Storm total ice accumulations across Inland Berkeley County ranged from around one quarter of an inch up to an inch. The lesser amounts were observed closer to the coast near Goose Creek and Huger, while the highest amounts occurred further inland around Cross. Widespread trees and power lines were reported down across the county with widespread, long duration power outages as well. Many trees and large limbs were down on area roadways, including Interstate 26. One indirect fatality and one indirect injury resulted from the ice storm as well. The fatality and injury occurred when investigators found that a couple in the Ladson area had been using a charcoal grill to heat their enclosed bedroom in their mobile home. The 25 year old male died from carbon monoxide poisoning and his wife, of unknown age, fell ill.

The lesser amounts of ice occurred closer to the coast near the Charleston County line while the highest amounts were reported further inland in and around Harleyville. Widespread trees and power lines were reported down with widespread, long duration power outages as well. Many trees and power lines were brought down on area roadways including Interstate 26 and Interstate 95.

Storm total ice accumulations across Hampton County ranged from one quarter to one half of an inch. The highest amounts were reported in and around Hampton. Numerous trees and large tree limbs were reported down due to ice. Furthermore, a car crashed into a downed tree in icy conditions on Speed Limit Road near the intersection of Lento Road near Nixville in the early morning hours on 2/13. The accident caused the the indirect fatality of the 24 year old female driver, and the indirect injury of a 24 year old male and a 22 year old female passenger.

Storm total ice accumulation across inland portions of Jasper County ranged from trace amounts up to one quarter of an inch. According to emergency management officials, ice accumulation was confined to areas west of Interstate 95 and north of Highway 336. The highest ice accumulation amounts were in and around Grays. A few trees were reported down around Ridgeland and Robertville.

Numerous large branches and power lines were down due to ice in the Yemassee area. Also, more large tree limbs were down due to ice around Sheldon.
