What happened

The episode as NWS PHI wrote it up.

A slow moving low pressure system and a deep southerly flow from the Gulf of Mexico and then the Atlantic Ocean dropped heavy rain across New Jersey centered on April 30th. Event precipitation totals averaged from 3 to 6 inches, with the highest amounts in central New Jersey. This caused widespread poor drainage flooding as well as flooding of creeks and rivers throughout most of the state. Flooding in parts of the Passaic Basin and southeast New Jersey did not start until May began. Major creek and river flooding occurred in the Raritan and Assunpink Basins with moderate river flooding occurring in parts of the Passaic Basin. Many roadways were flooded. New Jersey Transit cross honored tickets on the commuter rail lines and buses. One hundred forty-six major roadways and interstates were flooded and completely closed or had lane closures throughout the state of New Jersey. Many roadways were re-opened by the end of the day on May 1st and most were opened again on May 2nd. The steady rain started during the afternoon of April 29th and fell at a steady light to moderate clip through the night. But, on April 30th the rain fell heavy at times during the morning and afternoon in the southern third of the state, and from the late morning into the evening of April 30th elsewhere in the state. Rainfall amounts of 2 inches in six hours were common. The rain ended from the south to north from around Midnight EDT to around 6 a.m. EDT on May 1st.

The heavy rain was caused by the combination of a strong high pressure system that built over the Canadian Maritimes that initiated the onshore flow and a strong, but slow moving low pressure system. The low pressure system was located in northwest Missouri on the morning of April 29th. It moved northeast to near Chicago during the afternoon of April 29th. The low pressure system then became nearly stationary in southern Wisconsin as its cold front reached Ohio early on April 30th. Then a new low pressure system developed on the frontal boundary and was over Eastern Tennessee on the morning of April 30th. The low pressure system reached West Virginia during the late afternoon on April 30th as its warm front started to move through Delmarva. The low pressure system reached north central Maryland at 11 p.m. EDT on April 30th as its warm front reached extreme southeast Pennsylvania and central New Jersey. The low pressure system reached the Allentown, Pennsylvania area at 5 a.m. EDT on May 1st and then was absorbed again into the frontal boundary associated with the original low as it moved into New York State that morning. The steady rain ended as the low pressure system passed north of New Jersey. But the formation of the second low pressure system and the passage of the warm front helped veer the winds from the east to the southeast and enhanced the surface flow that produced the coastal flooding along the tidal Delaware River.

CONTINUES TO DRIFT INTO THE GREAT LAKES REGION THEN INTO EASTERN
CANADA. HIGH PRESSURE WILL BUILD TO OUR SOUTH THROUGH THE WEEKEND
WHILE LOW PRESSURE SLIDES TO OUR NORTH SATURDAY NIGHT INTO SUNDAY,
DRAGGING A COLD FRONT ACROSS THE AREA SUNDAY. HIGH PRESSURE IS
EXPECTED TO BUILD SOUTHWARD ACROSS THE AREA MONDAY INTO TUESDAY
FROM CENTRAL CANADA.

.NEAR TERM /UNTIL 6 AM THIS MORNING/...
NUMEROUS FLOOD WARNINGS REMAINED IN EFFECT FOR OUR AREA AT 1230
AM WITH MUCH OF OUR REGION RECEIVING FROM TWO TO SIX INCHES OF
RAINFALL.

THE WARM FRONT HAD LIFTED INTO SOUTHEASTERN PENNSYLVANIA AND
CENTRAL NEW JERSEY. IT WILL CONTINUE TO DRIFT NORTHWARD DURING THE
BALANCE OF THE NIGHT. TEMPERATURES WERE MAINLY IN THE UPPER 50S
AND 60S TO THE SOUTH OF THE BOUNDARY AND IN THE UPPER 40S AND
LOWER 50S TO THE NORTH.

SOME MODERATE TO HEAVY RAIN REMAINED OVER OUR NORTHERN COUNTIES
AT 1230 AM. IT SHOULD CONTINUE TO LIFT NORTHWARD AND OUT OF OUR
FORECAST AREA BY 130 AM. SCATTERED SHOWERS WILL LINGER FOR THE
BALANCE OF THE NIGHT. WE HAVE LOWERED THE PRECIPITATION
PROBABILITIES AND THE RAINFALL AMOUNTS FOR THE REST OF THE
OVERNIGHT PERIOD BASED ON RADAR TRENDS.

SLOW IMPROVEMENT IS EXPECTED ON THU AS THE LOW FINALLY MOVES AWAY

THE COLD FRONT WILL MOVE WELL OFFSHORE THURSDAY NIGHT, WHILE LOW
PRESSURE MOVES THROUGH THE GREAT LAKES INTO EASTERN CANADA. THERE
COULD BE SOME LINGERING SHOWERS ACROSS THE COASTAL WATERS AND THE
FAR SOUTHEASTERN PART OF THE AREA, SO SLIGHT CHANCE POPS REMAIN
THERE.

THE LOW ACROSS EASTERN CANADA IS EXPECTED TO SPLIT ON FRIDAY,
WITH ONE PIECE MOVING INTO THE CANADIAN MARITIMES, WHILE THE OTHER
RETROGRADES INTO CENTRAL CANADA. AS THIS HAPPENS, BOTH A WEAK
SURFACE TROUGH AND MID-LEVEL SHORT WAVE/VORT MAX ARE FORECAST TO
TRACK ACROSS THE AREA ON FRIDAY. THERE IS NOT A SIGNIFICANT AMOUNT
OF MOISTURE ASSOCIATED WITH THESE FEATURES, BUT THERE MAY BE
ENOUGH TO CREATE A FEW SCATTERED SHOWERS ACROSS OUR NORTHERN ZONES
DURING THE AFTERNOON FRIDAY. ANY SHOWER ACTIVITY SHOULD DISSIPATE
BY SUNSET WITH THE LOSS OF DAYTIME HEATING.

A SIMILAR SITUATION IS FORECAST TO OCCUR ON SATURDAY AS FRIDAY
WITH A SHORT WAVE/VORT MAX MOVING THROUGH, WITH A WEAK SURFACE
REFLECTION AS WELL. THERE LOOKS TO BE A LITTLE MORE MOISTURE TO
WORK WITH ON SATURDAY, SO POP CHANCES ARE SLIGHTLY HIGHER
SATURDAY, WITH POPS GENERALLY FOR THE NORTHERN HALF OF THE AREA,
WITH HIGHEST ACROSS THE NORTHWEST. ANY SHOWER ACTIVITY WILL
DISSIPATE WITH DAYTIME HEATING AFTER THE SUNSETS, BUT IF THEY ARE
MORE WIDESPREAD THAN FRIDAY, THEY COULD LAST FOR A COUPLE OF HOURS
AFTER SUNSET.

ON SUNDAY, THE LOW ACROSS CANADA WILL MOVE INTO NEW ENGLAND AND
FINALLY BRING A COLD FRONT ACROSS THE AREA. ALTHOUGH THERE STILL
IS NOT MUCH MOISTURE TO WORK WITH, THERE WILL BE PRECIPITATION
CHANCES FOR ALL AREAS, WITH THE HIGHEST ACROSS THE NORTHERN TWO-
THIRDS OF THE AREA. THE FRONT IS EXPECTED TO MOVE OFFSHORE LATE IN
THE DAY OR DURING THE EVENING, SO PRECIPITATION CHANCES SHOULD END
BY SUNDAY NIGHT.

FOR MONDAY INTO TUESDAY, HIGH PRESSURE IS EXPECTED TO BUILD
ACROSS THE AREA FROM CENTRAL CANADA. THIS WILL PROVIDE DRY WEATHER
FOR EARLY NEXT WEEK. THE GFS AND ECMWF DO SHOW SOME QPF ON THE
EASTERN SIDE OF THE UPPER RIDGE THAT BUILDS ACROSS THE CENTRAL
PART OF THE COUNTRY, BUT THEY HAVE LOCATION DIFFERENCES. THE GFS
BRINGS THE PRECIPITATION RIGHT OVER OUR AREA TUESDAY INTO TUESDAY
NIGHT, WHILE THE ECMWF KEEPS THIS PRECIPITATION TO OUR SOUTH,
GENERALLY AROUND THE SAME TIME PERIOD. FOR NOW, WE WILL KEEP THE
FORECAST DRY UNTIL OUR CONFIDENCE BUILDS.

ON WEDNESDAY, THE SURFACE HIGH BUILDS OFFSHORE, WHILE THE UPPER
RIDGE BUILDS CLOSER TO THE AREA, AND A WARM FRONT APPROACHES THE
AREA. THEREFORE, PRECIPITATION CHANCE DO INCREASE BY WEDNESDAY
INTO WEDNESDAY NIGHT.

Very heavy rain caused poor drainage flooding as well as minor to moderate flooding in the Passaic Basin beginning on April 30th. Some of the flooding along the Passaic River did not start until May 1st. In Roxbury Township, the exit ramps in both directions off of U.S. Route 46 were flooded and closed. The heavy rain forced emergency repair lane closures on Interstate 287 in Parsippany-Troy Hills and Morristown. Mass transit was not immune. Service was suspended along a section of New Jersey Transit's Montclair-Boonton Line until May 5th as workers repaired a track washout. Buses were made available to shuttle passengers between Montclair State University and Denville. The flooding washed away the stones that support the rails between Boonton and Towaco stations early on May 1st. The Passaic River flooded sections of Long Hill Township and Chatham. Some roadways remained closed into May 2nd.

The Passaic River at Chatham had minor flooding and was above its 6 foot flood stage from 637 p.m. EDT on April 30th through 515 a.m. EDT on May 1st. It crested at 6.46 feet at 815 p.m. on April 30th. The Pequannock River at the Macopin Dam had minor flooding and was above its 5.5 foot flood stage from 1120 p.m. EDT on April 30th through 1130 a.m. EDT on May 2nd. It crested at 6.07 feet at 155 p.m. EDT on May 1st. The Whippany River at Morristown had minor flooding and was above its 6 foot flood stage from 711 p.m. EDT on April 30th and 700 a.m. EDT on May 1st. It crested at 6.37 feet at 1100 p.m. EDT on April 30th.

The Passaic River at Millington had minor flooding and was above its 8 foot flood stage from 7 a.m. EDT on May 1st through 445 a.m. EDT on May 3rd. It crested at 8.24 feet at 730 p.m. EDT on May 1st. The Passaic River at Chatham had a second round of minor flooding with a slightly lower crest. The river was above its 6 foot flood stage from 130 p.m. EDT on May 1st through Noon EDT on May 4th. It crested at 6.34 feet at 600 a.m. EDT on May 2nd. The Rockaway River below the Boonton Reservoir had minor flooding and was above its 5 foot flood stage from 120 a.m. EDT on May 1st through 300 a.m. EDT on May 3rd . In Raritan Township, access to 50 homes was cut off for several hours after the Black River flooded near the Copper Hill Country Club. A woman was rescued from Neshanic River flooding in East Amwell Township. U.S. Route 22 was closed in Readington Township due to the flooding. Other major roadways that were flooded and closed included County Route 629 in Readington, Hampton Corner Road in Raritan and Hamden Road in Franklin. The Neshanic River at Reaville was above its 6.5 foot flood stage from 332 p.m. EDT on April 30th through 401 a.m. EDT on May 1st. It crested at 11.46 feet at 830 p.m. EDT on April 30th. It was the 7th highest crest on record and the highest since Tropical Storm Irene on August 28, 2011. The South Branch of the Raritan River at Stanton had minor flooding and was above its 8 foot flood stage from 100 a.m. EDT through 202 p.m. EDT on May 1st. It crested at 8.71 feet at 700 a.m. EDT on May 1st.

Very heavy rain caused considerable poor drainage flooding in Somerset County as well as major river flooding. Major flooding occurred along the Millstone and the main stem of the Raritan River, the worst flooding since Tropical Storm Irene on August 28th and 29th in 2011. Flooding forced the closure of U.S. Route 206 in both directions south of Brooks Boulevard and south of County Route 608 or Dukes Parkway in Hillsborough Township and westbound U.S. Route 22 at Rock Avenue in North Plainfield. The exit ramps off of Interstate 287 at southbound exit 14 were flooded and closed in Bridgewater Township. Many other roadways were flooded and closed in the county. In Franklin, Branchburg and Bridgewater Townships alone, there were 22 roads that were flooded and closed. | |The Millstone River had major flooding and the worst flooding along the river since Tropical Storm Irene on August 28th and 29th in 2011. The North Branch of the Raritan River at North Branch was above its 12.3 foot flood stage from 640 p.m. EDT on April 30th through 756 a.m. EDT on May 1st. It crested at 16.10 feet at 1245 a.m. EDT on May 1st, and this was historically the 7th highest crest on record. Farther downstream, the North Branch of the Raritan River at Raritan had minor flooding and was above its 10 foot flood stage from 831 p.m. EDT on April 30th through 1021 a.m. EDT on May 1st. It crested at 13.29 feet at 245 a.m. EDT on May 1st, the 9th highest crest on record and the highest since Tropical Storm Irene on August 28, 2011. Farther downstream, the North Branch of the Raritan River at South Branch was above its 7 foot flood stage from 445 p.m. EDT on April 30th through 721 p.m. EDT on May 1st. The Main Stem of the Raritan River had major flooding and its worst flooding since Tropical Storm Irene on August 28, 2011. At Manville, the Raritan River was above its 14 foot flood stage from 1056 p.m. EDT on April 30th through 1220 a.m. EDT on May 2nd. It crested at 20.25 feet at 745 a.m. EDT on May 1st, the 9th highest crest on record. Farther downstream, the Raritan River at Bound Brook was above its 28 foot flood stage from 1117 p.m. EDT on April 30th through 445 a.m. EDT on May 2nd. It crested at 34.65 feet at 945 a.m. EDT on May 1st, its 7th highest crest on record.

The Lamington River at Burnt Mills was above its 11 foot flood stage from 638 p.m. EDT on April 30th through 411 a.m. EDT on May 1st, and it crested at 13.06 feet at 1045 p.m. EDT on April 30th. The Middle Brook at Burnt Mills was above its 9.5 foot flood stage from 710 p.m. EDT through 818 p.m. EDT on April 30th, and it crested at 9.55 feet at 745 p.m. EDT. Farther downstream, the Middle Brook at Bound Brook was above its 11 foot flood stage from 520 a.m. EDT through 230 p.m. EDT on May 1st. It crested at 12.22 feet at 930 a.m. EDT, the 5th highest crest on record and the highest since August 28, 2011. The Green Brook at Plainfield was above its 8 foot flood stage from 508 p.m. EDT on April 30th through 327 a.m. EDT on May 1st. It crested at 9.92 feet at 9 p.m. EDT on April 30th. The Bound Brook at Middlesex Borough had minor flooding and was above its 9 foot flood stage from 1010 p.m. EDT on April 30th through 923 a.m. EDT on May 1st. It crested at 10.40 feet at 145 a.m. EDT on May 1st, the 6th highest crest on record and the highest since Tropical Storm Irene on August 28, 2011. The Stony Brook at North Plainfield was briefly above its 7 foot flood stage from 722 p.m. EDT through 746 p.m. EDT on April 30th, and it crested at 7.05 feet at 730 p.m. EDT.

Very heavy rain caused considerable roadway flooding in Middlesex County and also caused some brook flooding within the county. Flooding also occurred along the Raritan River. A few of the crests were the highest since Tropical Storm Irene on August 28, 2011. Nearly every major roadway in the county had flooding and many of them were closed. U.S. Route 1 was closed in both directions in South Brunswick Township. New Jersey State Route 28 was closed in two locations in Middlesex Borough. New Jersey State Route 33 was closed in Monroe Township. New Jersey State Route 18 was closed in New Brunswick. New Jersey State Route 171 was closed in North Brunswick and a sink hole also formed. The heavy rain forced emergency repairs on a northbound lane of the Garden State Parkway in Woodbridge.

The Lawrence Brook at Weston Mills was above its 18 foot flood stage from 705 p.m. EDT on April 30th through 830 a.m. EDT on May 1st. It crested at 18.88 feet at 130 a.m. EDT on May 1st. The Bound Brook at Middlesex had minor flooding and was above its 9 foot flood stage from 1010 p.m. EDT on April 30th through 923 a.m. EDT on May 1st. It crested at 10.40 feet at 145 a.m. EDT on the 1st, the 6th highest crest on record and the highest since Tropical Storm Irene on August 28, 2011. The Manalapan Brook at Spotswood was above its 19 foot flood stage from 436 a.m. EDT on May 1st through 407 p.m. EDT on May 2nd. Very heavy rain caused considerable roadway flooding and closures and the highest creek flooding in Mercer County since Tropical Storm Irene on August 28, 2011. Flooding forced the entire closure of New Jersey State Route 33 in two locations in East Windsor Township and the closure of the northbound lanes of U.S. Route 130 in Robbinsville. Numerous roadways were flooded throughout Hopewell Township. Flooding and lane closures occurred on Interstate 95 in Robbinsville and emergency repairs had to be done on the northbound breakdown lane of New Jersey State Route 29 in Trenton.

The Assunpink Creek had major flooding and its highest crest since Tropical Storm Irene on August 28, 2011. At Mercerville, the Assunpink Creek was above its 9.5 foot flood stage from 552 p.m. EDT on April 30th through 538 p.m. EDT on May 1st. It crested at 14.29 feet at 230 a.m. EDT on May 1st. This was historically the 3rd highest crest on record for the creek. At Trenton, the Assunpink Creek was above its 7 foot flood stage from 604 p.m. EDT on April 30th through 437 p.m. EDT on May 1st. It crested at 11.62 feet at 345 a.m. EDT on May 1st. This was historically the 8th highest crest on record for the creek. The Stony Brook at Princeton was above its 9 foot flood stage from 633 p.m. on April 30th through 559 a.m. EDT on May 1st. It crested at 12.18 feet at 130 a.m. EDT on May 1st. This was historically the 5th highest crest on record for the brook and the highest crest since August 28, 2011 associated with Tropical Storm Irene. The Crosswicks Creek at Extonville was above its 12 foot flood stage from 146 a.m. EDT through 857 p.m. EDT on May 1st . It crested at 14.30 feet at 845 a.m. EDT on the 1st. This was the 3rd highest crest on record and the highest since Tropical Storm Irene on August 28, 2011.

Very heavy rain caused considerable poor drainage and creek flooding in the northern two-thirds of Burlington County. Municipalities along the branches of the Rancocas Creek were hardest hit by the flooding, in particular Lumberton and Mount Holly. County Route 541 through Lumberton was closed through the morning of May 2nd because of flooding along the South Branch of the Rancocas Creek. Residents from 30 homes in Lumberton Township were evacuated. Four to five homes in Lumberton suffered damage onto the first floor. Most of the other home damage in the township involved flooded basements or damaged vehicles. Along the North Branch of the Rancocas Creek, the Mount Holly Municipal Building was flooded, and the township’s Buttonwood Dam was badly damaged. Floodwaters along the creek were lapping at homes in Eastampton Township. Residents from several homes in Medford near the Southwest Branch of the Rancocas Creek were also evacuated. Tidal flooding along the Delaware River exacerbated the flooding. In Brooklawn, U.S. Route 130 was flooded and closed in both directions near the Big Timber Creek. In Camden, U.S. Route 130 was also closed. In Pennsauken Township, flooding along the Cooper River closed U.S. Route 30 at the Airport Circle. U.S. Route 30 was also closed in two other locations within the township. Heavily traveled New Jersey State Route 73 was also flooded and closed within the township at Remington Avenue.

The South Branch of the Pennsauken Creek at Cherry Hill was above its 9 foot flood stage from 554 p.m. EDT on April 30th through 556 a.m. EDT on May 1st. It crested at 10.53 feet at 1230 a.m. EDT on May 1st. The Cooper River at Haddonfield had minor flooding, but its 4th highest crest on record and the highest since Tropical Storm Irene on August 28, 2011. The Cooper River was above its 4.5 foot flood stage (the flood stage was revised upward) from 1023 p.m. EDT on April 30th through 206 a.m. EDT on May 1st.
