The California drought continued in full force during the month of July, 2014. Exceptional drought was detected by the U.S. Drought Monitor for almost the entire Central California region. This extent of exceptional drought is extremely unusual for California. The 2013-2014 water year (July 1 - June 30) concluded with Fresno setting its second driest on record (4.81 inches) and Bakersfield setting its third driest (2.41 inches).

There continues to be significant media coverage on the on-going drought conditions. These reports include discussion of significant re-allocation of water resources from the east to west side of the San Joaquin Valley, farmers forgoing planting of some crops, a decrease in the snow-related tourism activity in the Southern Sierra Nevada, reduction in air quality due to persistent stagnant air, loss or reduction of ground water, and an unprecedented increase in fire danger across the Southern Sierra Nevada and Tehachapi Mountains. For the first time on record, red flag warnings were issued in January for not only the Southern Sierra Nevada and the Tehachapi Mountains but also the south end of the San Joaquin Valley.

AFTER 18Z TUESDAY. OTHERWISE...VFR CONDITIONS WILL PREVAIL OVER THE
AREA DURING THE NEXT 24 HOURS.

DISCUSSION...STRENGTHENING UPPER RIDGE OVER THE AREA PROVIDING
HOTTER TEMPS TODAY AS EXPECTED. 24 HOUR TRENDS SHOW MUCH OF THE
CENTRAL AND SOUTHERN SAN JOAQUIN VALLEY UP 5 TO 8 DEGREES. A FEW
POCKETS IN THE FOOTHILLS AND MOUNTAINS ARE IN EXCESS OF 10 DEGREES
WARMER. THERE IS A BAND OF MID/HIGH CLOUDS MOVING NORTHEAST OVER
THE CENTRAL SJV FROM A WEAK DISTURBANCE OFFSHORE...BUT THEY ARE
RELATIVELY THIN AND FAST MOVING AND DO NOT THINK WILL IMPEDE THE
WARMING. STILL THINK MUCH OF THE VALLEY WILL TOP OUT AROUND 105.

THE RIDGE AXIS WILL BEGIN TO SHIFT JUST EAST OVER THE GREAT BASIN
ON TUESDAY AS A WEAK TROUGH APPROACHES THE PACNW COAST. DO NOT SEE
MUCH CHANGE IN 850 MB TEMPS AND THE BLENDED GUIDANCE SUGGESTS VERY
SIMILAR TEMPERATURES TO TODAY. A FEW AREAS MAY CLIMB A DEGREE OR
TWO ON TUESDAY AS IT WILL START OFF WARMER THAN THIS MORNING. THE
WEAK TROUGH WILL MOVE OVER NORCAL ON WEDNESDAY AND ESSENTIALLY
REMAIN IN PLACE FOR THE NEXT SEVERAL DAYS. THIS WILL BRING A VERY
MODEST COOLING TREND WITH HIGHS WEDNESDAY DOWN 2-4 DEGREES...THEN
1-2 DEGREES BOTH THURSDAY AND FRIDAY. THE RIDGE AXIS WILL HAVE BEEN
DISPLACED OVER THE ROCKIES WITH A FOUR CORNERS HIGH FORMING BY THE
END OF THE WEEK. TEMPERATURES ARE FORECAST TO HOLD STEADY OVER THE
FOURTH OF JULY WEEKEND...WITH HIGHS RIGHT AROUND THE CENTURY MARK
ACROSS THE SJV...A FEW DEGREES ABOVE NORMAL FOR EARLY JULY.

AFTERNOON HEATING HAS RESULTED IN SOME CUMULUS BUILDUPS OVER THE
SIERRA CREST AND A FEW ISOLATED THUNDERSTORMS WILL BE POSSIBLE
INTO THE EARLY EVENING TONIGHT. A WEAK SHORTWAVE JUST OFF THE
CENTRAL COAST WILL MOVE INLAND ON TUESDAY AND PROVIDE ADDED LIFT
FOR A LITTLE BETTER CHANCE OF THUNDERSTORMS ALONG THE CREST. THE
LONG WAVE TROUGH SETTLING OVER NORCAL ON WEDNESDAY WILL BRING A
DRIER WEST SOUTHWEST FLOW ALOFT AND SHIFT THE THREAT EAST OF THE
CREST.
