What happened

The episode as NWS PHI wrote it up.

A low pressure system emerging from the Gulf of Mexico combining with a cold air mass in place produced a wintry mix of precipitation at the onset of the event across northwest New Jersey on the 26th. The most protracted wintry precipitation occurred in Sussex County where less than an inch of snow was followed by up to a couple of tenths of an inch of ice in the higher terrain. South of Sussex County, most of the wintry precipitation was in the form of pockets of freezing rain. Precipitation started as snow during the morning of the 26th, but transitioned over to sleet and then freezing rain or rain by the afternoon of the 26th. Temperatures hovered right around the freezing mark, so freezing rain was elevation dependent. Enough warm air moved in during the evening of the 26th to change the precipitation over to plain rain. Until the changeover, untreated roadways were hazardous. In Sussex County, a tractor-trailer rolled onto its side outside the entrance of High Point State Park on New Jersey State Route 23. The roadway was closed for less than an our until the accident was cleared. No injuries were reported.

Snowfall included 0.6 inches in High Point (Sussex County) and 0.3 inches in Wantage (Sussex County). Ice accumulations included 0.15 inches in Highland Lakes (Sussex County). The wintry mix was caused by a low pressure system that emerged from the Gulf of Mexico on the morning of the 26th. The low tracked northeastward through the Florida Panhandle on the afternoon of the 26th and into the Carolinas on the evening of the 26th. Enough cold air was initially in place to cause the wintry mix until the circulation around the low brought in sufficient warm air near the surface from the Atlantic Ocean.
