An active tropical wave that was approaching the U.S. Virgin Islands during the morning hours was producing numerous showers and squalls across the U.S. Virgin Islands, eastern and southeastern Puerto Rico waters. A layer of air from the Sahara desert was also present across the area and combined with the wave convective bands to produce strong gusty winds between 25 and 40 mph over some of the islands. Some power outages were reported on Saint Thomas.
The San Juan radar (TJUA), 145 km away, was scanning. The volume nearest the first event began at 15:05 UTC.

NOAA Crews Station at Salt River, Saint Croix recorded strong gusty winds during the morning and early afternoon. A peak wind of 46 knots was recorded at 11 am. The Saint Croix airport ASOS sensor recorded a peak gust of 37 knots at 1054 am.
