What happened

The episode as NWS PHI wrote it up.

Some intermittent light freezing rain fell across the higher terrain of Sussex County from late in the evening on the 26th into the early morning of the 27th. Ice accretions were less than one tenth of an inch. Untreated roadways though were slippery. The light precipitation was caused by a warm front that was bringing warmer air into the region from the central Appalachians and Ohio Valley.
