The episode as NWS PHI wrote it up.
January 2002 marked the seventh consecutive month of below normal precipitation for most of Delaware. While more precipitation fell in January than in any month since September, it was still drier than normal. On a county weighted average, monthly precipitation totals ranged from 2.4 inches in Kent County to 2.7 inches in New Castle County. Normal is around 3.4 inches. The lack of precipitation in the Delaware River Basin prompted the Delaware River Basin Commission to declare a "drought" on December 3rd and a drought emergency on the 18th. Streams in New Castle County that provide drinking water to communities within the county were near record low flow levels. Groundwater levels were also below normal.

AREA FORECAST DISCUSSION NATIONAL WEATHER SERVICE MOUNT HOLLY NJ 153 PM EST MON DEC 31 2001 AFTER COOR...WE DECIDED TO PUT CHC OF SNOW INTO THE AREAS PHL E AND S FOR THU DUE TO THE SYSTEM MOVING BY TO THE S. IT DOES REPRESENT THE HIGHEST CHC OF PCPN VS OTHER MODELS BUT MODEL TREND HAS BEEN FARTHER N/W WITH TIME. FOR SUN...ANOTHER WINTRY PATN POTENTIAL WHICH LOOKS MORE CLIMATOLOGICAL WITH R/S DISTRIBUTION. SHORT TERM...NOT MUCH EXCEPT A SHORT WAVE TUE AFTN THAT COULD CAUSE FLURRIES NORTH.
