What happened

The episode as NWS GRR wrote it up.

Minor flooding began during the evening hours of the 24th and continued through the rest of February. Minor street flooding occurred in Muskegon (Muskegon county) and Allegan (Allegan county) late on the 24th as a result of locally heavy rainfall. However, the event was primarily a river flood event, and an urban and small stream flood advisory was issued at 9:45 p.m. the 24th. Several area rivers crested slightly above flood stage, but there were no fatalities, and no significant property damage was reported.

I HAVE EXPANDED THE WINTER WEATHER ADVISORY FOR FREEZING RAIN TO
INCLUDE ALL AREA EAST OF A LINE FROM GRR TO JXN.  THE TEMPERATURE AT
GRR HAS ACTUALLY FALLEN BACK FROM 33F TO 32F IN THE LAST HOUR.  THE
EAST SOUTHEAST WINDS CONTINUE TO BRING MID TO UPPER 20S DEW POINT
AIR INTO CENTRAL LOWER MICHIGAN AT 530 PM... WHILE A LARGE AREA OF
RAIN... WITH POCKETS OF MODERATE TO HEAVY RAIN CONTINUE TO MOVE
TO THE NORTHEAST OVER THE AREA OF BELOW FREEZING AIR.  BASED ON
CURRENT TEMPERATURE TRENDS... AND CONSIDERING THE 2M TEMP FCST ON
BUFKIT AND SFC TEMP FORECAST ON THE RUC... IT COULD TAKE UNTIL 9 PM
OR SO FOR MOST OF THAT AREA TO GET ABOVE FREEZING. SO... ERRORED ON
THE SIDE OF CAUTION.  MAY NEED A ICE STORM WARNING OVER THE NE CWA IF
THE HEAVY RAIN GETS INTO THAT AREA BEFORE THE TEMPERATURE GETS ABOVE
FREEZING.  WE WILL BE WATCHING THIS CLOSELY.
