A warm up at the end of Feburary, began melting the winter snowpack fairly quickly across southern Vermont. The rainfall from a cold front accumulated between one half and one inch across Windham county, late on the evening of Feburary 28 into early Feburary 29. The rains exacerbated the runoff, which resulted in the Williams River cresting at 8.5 feet at Rockingham. Flood stage is 8 feet. The waters flooded the adjacent lowlands.
