With essentially no rain falling in September, the severe drought continued across all 33 counties of South Central Texas. Lake and river levels were reported to be extremely low, with many approaching record low levels. Numerous small creeks and streams had already ceased flowing. Aquifer levels were remained near all time low levels. Strong conservation measures remained in place over most of the area. Agricultural activities were essentially brought to a halt.
