Dry conditions that began in July of 1998, subsided for several months during the later part of 1998 and the first part of 1999, returned in June of 1999 and continued in many areas through July. In many areas, crops were damaged or destroyed. Water levels in creeks, streams, and rivers remained very low. Carvins Cove reservoir, the water supply for Roanoke City, was a record low of around 28 feet below capacity near the end of the month.
