Slow-moving thunderstorms with very heavy rain aligned across the northwestern portion of Mineral Co, dumping between 1 1/2 and 2 inches of rain in less than 3 hours onto saturated ground. Several streams and creeks overflowed their banks, and some basements likely flooded in and around Keyser.
