Coordinates: 39.465, -80.885 (the zone’s center; the record gives no point)

Small streams flooded several roads. Earlier in the day, around 1630 EST, as the streams were rising, a vehicle stalled crossing a low water bridge. The bridge was across Pt. Pleasant Creek. The husband was able to get out of the vehicle and seek help. After about 90 minutes, fire departments and police used jaws of life to rescue the wife from the partially submerged vehicle. No one was injured.
