This rainfall was preceded by a 1 to 2 inch rainfall during the past 24 hours.Water rapidly accumulated to a depth up to 4 feet in low-lying and poor drainage areas, stranding many motorists, flooding basements, and blowing open manhole covers. Jersey City and Secaucus where particularly hard hit.
