The Cheat River went out of its banks after heavy thunderstorm rains pounded the region. The river level crested between 3 and 3.5 feet above flood stage in Parsons and Rowlesburg. Nearby roads, a few basements, and low-lying areas were flooded. A town park in Rowlesburg was also flooded.
