THE HARDEST HIT AREA WAS THE NORTHWEST OFPUERTO RICO WHERE CIVIL DEFENSE OFFICIALS REPORTED 20 HOMES INUNDATED IN HATILLO AND HIGHWAY #2 WAS INTRASITABLE.
