Periods of heavy rain...enhanced by thunderstorms...moved across the area the night of July 3 and during July 4th.Generally between 1.5 and 3.5 inches fell across Northern New York with 4 inches or more in the Adirondacks.Road washouts were reported on the evening of July 3, 1996 in the towns of Dannamora, Willsboro, Wadhams and Essex New York.Road washouts were reported on the evening of July 4, 1996 in Malone, Constable, Bangor and Altona, New York.
